I have been looking at starting level suggested for each module, and it's lower than I expected.
Does Carrion Crown NOT take characters all the way to 20th level ???
And if not, does anyone have any idea what level characters should be by the end of the last module ???

not all adventure paths end at 15th it depends on the adventure path, council of thieves ends at 13th, both kingmaker and serpent's skull end at 17th, which is fairly standard. no adventure paths go all the way to 20th level. they do however have an article at the end of every adventure path on how to continue the story past the actual ap. carrion crown end at 15th level (according to the outline in "haunting of harrowstone").
Dungeons of Golarion should be out this month, and contains a chapter on Gallowspire. Although I haven't gotten my hands on a copy yet, I'm hoping it'll be level-appropriate for PCs who have just finished Carrion Crown, since they'll be right there after the AP ends.
Are you saying that 1st level characters shouldn't brave the prison of a god killing lich? ;)

That's what the brochure said. I'm sure that the reason they never come out again is because they like it so much, and not because their souls have been devoured and bodies raised to swell the ranks of the Whispering Tyrant's minions to work for his release. I mean, that would just be silly.

Carrion Crown is our first adventure path, so I think we just kind of assumed the characters would be at 20th level....looks like we will need to fill in a few levels afterwords.

Because of the 6 part 1 per month format the AP's have taken, there isnt enough time to write enough material within that month (before the next one is due out) for the AP to take players 1-20. Paizo would have to change their delivery format for that to be possible. And given the success of the AP format, I dont think that is going to happen any time soon.
