Reading through the threads I can't seem to find a strait answer on this.
According to page 219 you can sell a spellbook for half the cost of the spell and inscribing it. Is the cost of the spell the scroll cost (as the inscribing costs are clearly listed) or is it just the inscribing cost.
For example:
Would a spell book with:
4 level 3 spells
4 level 2 spells
8 level 1 spells
18 cantrips
Sell for:
Half inscribing costs only or:
360 (3rd levels) + 160 (2nd levels) + 80 (1st levels) + 90 (cantrips)
=
690 / 2 - meaning a 345 gold sell price.
OR
is it
inscribe cost + scroll/spell cost therefore:
1860 (3rd level) + 760 (2nd levels) + 280 (1st level) + 315 (cantrips)
=
3215 / 2 - meaning a 1607.5 gold sell price.

I just can't honestly figure out the way spellbook price should be determined. In the past I've just set arbitrary costs to spellbooks, but this time we have a wizard so they need to know spells as well as the costs to sell spellbooks.

But, to further answer your question: I'm almost certain that it was determined that it's only the inscribe cost, plus the price of the spellbook itself.
This is correct. It is NOT the scroll cost.

It was covered before in this thread when Ultimate Magic came out.
The spellbooks there use inscription price + price to copy from another wizard's book (i.e. 1/2 inscription price) divided by 2.
0 level spells = 5 gp to inscribe and 2.5 gp to copy from another wizard
1 level spells = 10 gp to inscribe and 5 gp to copy from another wizard
2 level spells = 40 gp to inscribe and 20 gp to copy from another wizard
3 level spells = 90 gp to inscribe and 45 gp to copy from another wizard
18 x 7.5 = 135
8 x 15 = 120
4 x 60 = 240
4 x 135 = 540
