Size vs. opponent

Rules Questions

Liberty's Edge

looking at the size modifiers for attack and armor..halfling and gnome are small and get +1. Now old school you would get the size modifier if your opponent was 2 size categories larger then you but this seems to say they get it all the time. If they do then they would get +1 vs each other? that doesnt seem to make sense. Is there some official ruling on how this applies, would they still get the +1 against creatures smaller then them??????

You get your size modifier to attacks and AC all the time. This means it is just as easy for a gnome to hit a halfling as for a human to hit an orc, but Small creatures hit larger creatures more easily and are harder to hit (and smaller creatures, again, have advantages against them).

All creatures get +/- to hit and to AC based on size. There may be corner cases, but it generally washes. Halflings are +1 to hit other halflings, who are +1 AC, so they have the same net chance to hit as a human vs. human.
