"Kingdom in the Background" sidebar question

On page #9 in Pathfinder #32 Rivers Run Red, there is a sidebar about the NPC leaders establishing towns. I am a bit confused on this. What sort of BP do these towns have to start with? Why do the NPCs get to name the country and each of the towns? Why do the NPCs get to pick where these towns are established? Or is this sidebar meant for campaigns where the PCs are not doing the kingdom building?

This is for groups who aren't building kingdoms themselves. They can still name the kingdom, and cities if you like, they're more guidelines anyway.

The kingdom in the background sidebars are for if your players don't want to be kings, just the premier adventurers in the new nation. If they decide on this, I wouldn't bother actually generating the country fully, just build it up as you would a homebrew setting - design communities that suit the story, not that are balanced to the development of characters
