So I have a question involving round 4 that I don't really want any of the other competitors to see. It won't exactly give away what I want to do, but the question may inspire people to come up with a similar idea to what I've got.
So I'm wondering who I can ask to get the question potentially answered and how I'd go about asking the question?
PS: Vague enough for ya?

For everyone asking questions about what may or may not be allowed in future rounds, let's wait until we announce who's made the Top 32. If you've followed along with the competition for the past 3 years, you know Paizo doesn't expound on upcoming rounds any further than what you already see. Exercise some patience and wait for that round's rules when they come out. You can certainly brainstorm all you want. Stockpile lots of potential ideas depending on which way the rules land. But focus on what's in front of you first.
My two cents,

Thank you for the advice. I'm just nervous/excited because this my first year even hearing about the competition.
I've wanted to be a game designer ever since I played in my first tabletop game and I'm currently working on my own system ideas. I'm also my game groups go to guy for conversions and homebrew so I'm really hoping that translates out to winning combinations for the competition.

As much as I have similar self-belief in what I can do, I'm also noting that there are probably thirty-two people better at this sort of stuff than me. So first things first, let's see who makes top 32 let alone top 8. Alternatively, read some suitable past entries for round four and that may encompass some sort of answer to your question. The judges have been very cool with their time and knowledge so I'm sure you'll find some way to capture the answer you seek regardless. Keep the ideas bubbling away though, and even if you don't make it, follow along and enjoy the ride. This is my first time following the competition and I can't wait!

It is also a bit selfish to think that you'll get a private consultation with the judges in an open forum competition.
I wouldn't exactly call it a "private consultation" so much as a very vague question that I need a yes or no answer to in order to be sure if I can use my concept. It's kind of a wording and technicalities thing.

Hmm... if you are thinking about playing with technicalities to try and get a submission past the "you didn't actually follow the rules here" rule, I'd suggest against it.
That being said, by round 4, your submission is voted on by everyone else, and as such, if it doesn't follow the rules, or even if there is a perception that the rules haven't been followed (even if they have due to a technicality) the voting public might get irritated by your entry and choose not to vote for it.
In other words, you (figuratively of course) are your own worst enemy.
My suggestion would be not to try and get too cute with your submissions.

If a submission for a voting round clearly doesn't follow the rules, the judges will dismiss it before voting begins.
