I don't really feel that Paizo are obliged to have any sales.
Sometimes, as a teacher, students assume that they're not going to have to do any work on the last day of a term. It really annoys me and if they mention 'not doing any work on friday' beforehand it makes me more likely to hand out a test or revision materials on that day, to make a broader educative point and sate my annoyance.
I'm hoping that Paizo are more kindly and indulgent than I am.

Hey, don't blame me: blame those pushy guys up-thread!

Announcing the specifics of a sale in advance may result in postponed purchases. Not only does that mess with our cash flow, but sometimes those postponed purchases are then never made.
In short, don't expect to hear a lot about a particular sale before that sale begins.
