I don't know the answer to your other question, but this one is a resounding YES. Pricing the item correctly relative to its power is an important part of demonstrating your design ability.

Let me ask a clarifying question.
Do you mean: "Does the cost of my item have to fall into a certain range?"
The answer is no. You can write up an expensive (and powerful) item or you can write up an inexpensive item. Now let me add something Ross Byers pointed out, at some point that I can't quite define, something will qualify as an artifact.
Don't submit an artifact, even if you manage to do the pricing.
However here is some food for thought.
1.) Every year has some inexpensive items that the judges love just as much as anything else. The price and power of an item does not seem to play any impact on what the Judges like or dislike.
2.) Expensive items by their very nature are complicated. Complicated items are harder to price.
3.) There's nothing wrong with submitting an expensive item, except they're complicated. You MUST be able to clearly explain it in the word count allowed as well as be accurate as possible on the pricing.

I refer you to the Scapular of True Devotion that made it through last year.
So, from what I've read, it doesn't so much matter, so long as it's innovative and cool. If you have a class-specific item that's superstar quality, then submit it. I don't think they'll look down on it just because it's only useful to one class or one set of classes.

My apologies......I should have been a little more clear on that 1st question.
I know the pricing has to be right...but does it matter what price range i create the item?
Can a compelling 400gp item (if there is such a thing) have as good a chance as a 150,000gp item....that is what I meant.

The cheapest wondrous item in the Core Rulebook is 50 gp, the most expensive is 200,000 gp.
Items from the low end (300 gp) and the high end (140,000 gp) have made it through in previous years. Don't let price constrain you too much. Do make sure it is a wondrous item and make sure you check Sean's autoreject list.
Make it cool, well written, and something we haven't seen before.
