I know the answer, its to remain somewhat balanced to the exisitng system.
But fluff wise it doesn't make sense.Sorry Jason :(

You use magic inks and pigments (material) to write the words in the air (somatic) as you speak them (verbal). The hovering words are then energised and manifest the spell. :)
You can steal that and put it in the fluff for words of power if you like. :P

Try to explain why you need to clearly see a spellcaster casting a spell to use your spellcraft skill, even if it has only verbal components...
