Unfortunately, no. Not only is Spiel geared more toward board games and card games (I was there in 2007) and has a tiny RPG presence beyond used RPGs in the dealer hall, it would be incredibly expensive for Paizo as a company to attend. We have a German publisher, Ulisses Spiele, however, and I imagine they'll attend and have our German language books present. Check their website to know for sure (because I don't).

Ulisses Spiele has a recurring presence at SPIEL in Essen (normally in Hall 6).
