Concentrate Poison discovery question

It says you have to use it within an hour or it no longer works.

Does that mean it needs to be applied to a weapon within an hour?

Or does it mean it needs to be applied and hit someone with it within an hour?

It is up to interpretation really.

When you "use" a poison, typically that would mean you are either applying to a weapon or poisoning some food. For injury or ingested poisons I think it is reasonable to allow the poison to remain indefinitely as long as you applied it within that 1 hour timeframe.

Where it becomes a bit complicated is with contact/inhaled poisons because you can only USE them by expending their usefulness in throwing them or otherwise breaking them open onto a creature on in the area.
