Naah, this is the food court that Urban Outfitters established here on base. The company occupies several buildings across the street from where I work - mostly design centers. Very strange people. But lots of hot chicks.

Former military base - the main military functions ended around 1997.
Since then things have changed. A few years back the feds sold most of the base back to the city, and the city started big time development of the property - renovating old buildings, putting up new ones, redoing roads & sidewalks. Lots of awesome stuff.
Ahh! That makes way more sense. Kind of what I expect to happen to the old Ford plant in St Paul. Once they start selling off the land for that it is going to go through major development.
