The Gamemastery Guide has info on cities. If I remember correctly, the info on cities from the DMG 3.5 wasn't in the SRD so I'm not sure if it is available online anywhere else.
I don't know where it explains it. I have seen descriptions of the various government styles and what alignments mean to populations, but I forget where. Small City and Base Value are refering to the magic item section. I don't know where rules for how many people are needed to make different population sizes are.

I recommend the GameMastery Guide. It has a great deal of information on city construction and design. Including a detailed breakdown of the city stat block.
