This actually came up last night.
I would make the assumption that the difference between staying still while invisible (+40 stealth) and moving (+20 stealth) has to do with trying to avoid making sound. In that case, assuming you have a stealth of exactly 0, taking 10 on the check would net you a 50 stealth roll, which is nigh-impossible to beat.
However, if your GM disagrees, and feels that invisibility is more like some sort of cloaking device effect, and there is some shimmer at the edge of it or something, thus making moving cause you to be more visible, taking 10 on the check still nets you a roll of 30 - quite respectable and very tough to beat. Plus, even if someone spots you in that situation, you still continue to have total concealment, so next round you can simply stand still and get 50 on your check.

This has actually become more of an issue in Pathfinder with the combining of Hide and Move Silently into one skill. I'd go with a +30 bonus, midway between the +20 bonus and +40 bonus (while you are not making any sound they still might catch some other visual giveaway such as a small puff of dust or shimmer in the air).

Looking at the spell for Silence it doesn't give any modifications to movement or stealth or eliminate the need for those types of rolls. You would still need to make a stealth roll as modified by the invisibility. Keep in mind that Perception is all encompassing for the five senses so even if you cant be seen or heard you can still be smelled. :}
