Start full round spell as standard action?

So, I couldn't find the rules for this in pathfinder.....say its a surprise round, and I'm not surprised. We get standard actions only. Can I still start a full round spell (Like summon monster?). If so, does completing it next round take a move action, a standard action, or what?

Yes, you can.

Start/Complete Full-Round Action

The “start full-round action” standard action lets you start undertaking a full-round action, which you can complete in the following round by using another standard action. You can't use this action to start or complete a full attack, charge, run, or withdraw.

Also,

Restricted Activity: In some situations, you may be unable to take a full round's worth of actions. In such cases, you are restricted to taking only a single standard action or a single move action (plus free and swift actions as normal). You can't take a full-round action (though you can start or complete a full-round action by using a standard action; see below).

And as a sidenote, the Acadamae Graduate feat from Curse of the Crimson throne allows you to cast Summon Monster as a standard action, though you have to make a fort check or become fatigued. It's helped my conjurer out immeasurably.

Slight clarification, but Summon Monster is a spell with a '1 round' casting time, not 'full round action'. Small difference.

And what would that mean? That you can start it as a standard action, but that it will finish next turn without needing to spend a 2nd standard action?

Other than that 'full round' castings either seem to take 2 standard actions or a default 'full turn'. Does this mean that you can use a belt of battle's 'standard action' charge to finish a 'full round' casting spell?
