There are two 'Defenses" given for Feint; 10 + BAB + Wis Mod or 10 + Sense Motive bonus, which ever is higher. I was wondering is BAB was misisng from the second one. The first one considers a persons 'insight' as well as his combat ability, but the second one simply seems to cound his insight and ability to read somone, and not his combat ability.

No, it's not missing.
If you are, say, a ranger with good BAB, you get +1 BAB every level. And if you want, you could put 1 rank into Sense Motive every level, giving you a total of +2 per level on avoiding feints. That would be way too high - it breaks the d20 system, actually.
You'll notice that each of these DCs includes exactly one variable that could be +1/level, and they both include your WIS mod (since it's built into Sense Motive).
So, really, the math as written is equal. It's up to the defender to pick his best option. If he's a veteran of the battlefield with a high BAB but few or no ranks in Sense Motive, then he uses his combat training and experience to recognize the feint. But if he's relatively untrained (like a commoner, expert, wizard, etc.) in combat but is a very insightful person who has developed a keen sense of human nature (so he has lots of ranks in Sense Motive), then he will definitely rely on his insight rather than his lack of combat training to recognize the feint.

That's intetional. BAB+wisdom represents combat training, Sense Motive represents insight.

The key word is "whichever is higher". Such a formula takes into account all variables : insight, ability to read someone and combat ability
