Question regarding the Blur Spell and Stealth.

Simply put does the 20% concealment granted by Blur allow a character to use the stealth skill?

I doubt it will allow someone to use stealth at will, given that you can still be observed even when blurred... but does it allow an initial stealth check to avoid detection?

I'm intending to use it against drow to help counter their blasted darkvision and its total brokenness in regards to limiting stealth.

By RAW yes you can use Blur to use the stealth skill but since blur only affects you (and the square you occupy) an opponent may choose to ignore the effects of the concealment. This would negate any stealth skill result but you would continue to have the 20% concealment from the Blur spell (since your opponent is ignoring the concealment effects not the spells effects) unless they have some ability to ignore that too (i.e. true seeing).

Even an initial observation could be ignored unless you had some other form of cover or concealment since Blur is a visual effect.

Illusion

Illusion spells deceive the senses or minds of others. They cause people to see things that are not there, not see things that are there, hear phantom noises, or remember things that never happened.

Glamer: A glamer spell changes a subject's sensory qualities, making it look, feel, taste, smell, or sound like something else, or even seem to disappear.

So I would have to use the stealth rules to then dash for cover or normal concealment to hide myself fully. That works.

If your DM allows it you may want a Ring of Darkhidden from the Magic Item Compendium.

Makes you Invisible to Darkvision.

Also note: The concealment granted by Blur would not allow you to hide in dim light/darkness against a creature with Darkvision.

The reason you cannot use Stealth without cover or invisibility against Darkvision is that a creature with Darkvision can see as well in the darkness as anyone else can see in light.

This is important to note because: in conditions of normal or bright light you can't use concealment to hide either. You must have cover or invisibility. It has nothing to do with Darkvision simply negating the concealment granted by dim light/darkness. It has to do with him being able to see you as easily as if you were standing in the middle of a street in broad daylight with your Blur spell on trying to hide. Not happening.
