I want to create a pair of boots that give the run feat. I know there are boots of speed in the book but I don't want haste actions and extra attacks I just want an item that lets a player run x5 base speed with all the restrictions of the run feat.

What is the mechanic for adding a feat to an item?

ALA Bracers of Archery

There really isn't a guideline for adding feats. The Bracers are a good start but they give benefits beyond what a single feat gives and a benefit if you have the feat. I would suggest the price should be lower than the lesser bracers... maybe in the range of 2500GP?

I would probably say 5k for a feat (ball park guess) and a class ability for 25k (evasion).

In the 3.0 Arms and Equipment guide there's a little discussion about adding feats to items. I'd probably make the boots cost 2K-2500gp myself; Run isn't stupendous unless you're trying to cross the open prairie on foot.

That is what I was thinking also.

The bracers are 5000 and 25000 for the greater version and they give other bonuses besides. The Keen ability of a weapon is a +1 bonus which is approximately 2000.

Until I hear an official word 2000 per feat is a good ball park.

Maybe 2000 * (feats)^2

If I wanted boots of Run and fleet 8000gp

Just a quibble here. The way pricing works the Minimum for adding keen to a weapon is 6000 (going from +1 to +2).

The maximum (non-epic) is 38k (going from +9 to +10).
