I don't have the books in front of me, but Improved Critical improves the threat range of a weapon (i.e., the "natural" number range that must be rolled in order to threaten with a critical. It doesn't impact the multiplier damage.
So, if for instance a weapon normally threatens only on a 20, Improved Critical means you threaten on a 19-20. The damage multiplier for scoring a critical doesn't change.
And what they mean under Improved Critical not stacking with other benefits that increase the threat range is you cannot stack it with a keen weapon as an example. I hope that helps.

The longbow threat range is 20 and its damage multiplier is x3.
Improved Critical doubles the threat range, making it 19-20.Weapon Mastery increases the damage multiplier by one, making it x4. It has nothing to do with threat range, so they can be used together.
