Questions regarding open call proposals

Aye, I have some questions directed to the top of the ladder. I'm asking how do the editors view *modified* creatures? Namely monsters whose hit dice have been increased to provide a fair match.

Though I'm also asking if custom made monsters are a definite "No"? I know they are a risky business, but past has shown they are possible.

I'd prefer submitters for the open calls stick to standard open MM monsters or even existing Pathfinder monsters than modify monsters. Advancing is okay, so long as it's done correctly in the end, but creating new monsters out of the open call pool isn't what I'm looking for. I need scenario authors who can work within the framework of the game first--once they've proved that, we'll give them plenty of opportunities to go beyond that scope (such as by creating new monsters).
