The Runelords ruled ancient Thassilonia- which is pretty much wher the land known as Varisia is now

I'm not sure which one is the seventh, but each of their territories are highlighted on the map on p 223 of the Golarion Campaign Setting.

If you know which vice that Runelord represents, the description on the facing page (222) says that such and such territory was for the wrathful, the envious, etc.
