This city and its environs are the setting for Pathfinder’s new Council of Thieves Adventure Path, the first to be compatible with both the innovative new Pathfinder RPG rules and the original 3.5 rules of the world’s most popular roleplaying game.
Emphasis mine. Does this mean dual-stat or translation page?

No.
It means that the game will be written with the PF RPG rules and use stats for that game, but that we hope that those stats will be usable in 3.5 games as well.

As we have always tried to state as clearly as possible, backward compatibility is one of our primary design goals in the PF RPG. Hopefully, you should be able to use 3.5 stats in PF RPG and PF RPG stats in 3.5 with minimal conversion.
