In Varisia, where -Outside of the Hold of Belkzen- can groups of orc be found? :)
(I am trying to place a Half-Orc character (for the Second Darkness campaign) but, where can his Orcish parent come from?
The Shoanti scrap with Orcs coming out of Belkzen onto the Cinderlands pretty often. Shoanti half-orcs do exist, but they generally have a hard time of it. It could possibly get bad enough that a half-orc might just call it quits on the highlands and take his chances somewhere with a lower altitude and populations that have less of a burning grudge against orcs.
The Nolands are filled with human barbarians that might as well be orcs from what has been described. I wouldn't be surprised to see an orc among their number. Actually playing a half-orc that left a Noland tribe would be much more difficult than a Shoanti in civilized lands, but they do go on frequent raids.
Alternatively you could skip the "ugly backstory" route completely. Half-orcs breed true in Golarion IIRC, and Riddleport probably has a higher number of them than Magnimar or Korvosa. He could also just be from abroad, having come off a boat. You know there has to be some half-orcs rolling in the Shackles.

Actually, "The Shackles" could work quite well for my character idea. :)
