I have tried to find out what happened to the Use Rope skill. It seems it's just gone, but does that mean anyone can tie any knot they want? Can anyone use rope with the same skill as a man who has trained for weeks, months or years with it? I guess I'm just missing a section, but if not, what then?

I think the point is that if you are using a rope for something, then roll the check of that "something" for the rope usage.
In other words, using a rope to climb? Roll an Athletics check.
That sort of thing.
I don't have the rules on hand, but there might be a small paragraph regarding this kind of thing at the beginning of the skills section?

If you're using the rope to tie someone up, however, what is used to determine the DC of their escape artist check? We ran into this in my playtest last week, and ended up just using the DCs and such from the SRD for use rope.

It says under "Grapple" that you use the tier's CMB + 5 for the DC. So you effectively get a size bonus/penalty to Use Rope now.
