The current rule may be too wide and create confusion by suggesting that some skills were changed without it being the case.

2. Swim: Under the SRD: Swim checks are subject to double the normal armor check penalty and encumbrance penalty.

Darn, I didn't see this thread before I posted on the other one. Without repeating myself too much...
I actually like the blanket nature of all Str and Dex skill take armor check penalties. As a player and DM it just makes it easier to remember. I don't want to have to look up which skill do and which don't. As for logical in-game reasons why there should be penalties, my comments are in your Disable Devices thread.
