Not sure whether Paizo would consider Weapon Finesse a combat feat, since it's not yet included.
That said, another question I have for Weapon Finesse - should the Dex Mod apply only to the attack roll, or should it replace the Str Mod to damage as well. Not sure about this one, but there seems to be some logic that if the strike is based on speed and finesse, so too should the damage.

Weapon Finesse is not a combat feat. Any PHB feat not listed is unchanged (except those noted as removed, such as Improved Precise Shot).
That said, I would point out that anything that moves an effect (attack, saves, and particularly damage) from one score to another is a strong power - since it allows you to stack things onto one ability score. This does not compare with Deadly Aim, since that is sacrificing attack for damage, using the Dex mod as a limiter.
Compare your proposed Weapon Finesse to Weapon Focus for instance.
If your Dexterity modifier is only *one* higher than Strength, Weapon finesse has essentially paid for itself. Perhaps needing two if you don't dual-wield or use a shield and have access to martial two-handed weapons. Adding damage to this effect would vastly increase the power of the feat, and in a scaling way - as the difference in stats is likely to increase as you level.

Power attack and combat expertise aren't combat feats, I think it's ok to leave finese as is.
If you look carefully, the combat feats are have a similar theme.. you get something for nothing. ;)

Weapon Finesse shouldn't be considered a combat feat, but I do think adding some dexterity to the damage would make since. Perhaps, using half of your dexterity modifier or your full strength modifier, which ever is higher. I think this would be a great improvement to characters who rely heavy on dexterity.

If you make Weapon Finesse a Combat Feat then you have to decide, do I use Dex to Attack on my melee weapon, or do I add +1 Dodge bonus this round from my Dodge feat?
Also, adding Dex to damage would have the same problem as Sneak Attack. While usable in most situations now, it'd fail against Oozes, etc. This means odd bookkeeping, and seems quite powerful for one feat.
The last thing we want is for a person to be able to use one stat for nearly every aspect of the character. The paladin and monk would glare daggers at them.

That would make an interesting idea for a alternative combat feat.
Combat Finesse
Prerequsite: Dex 13
Either gain your Dex modifier to attacks, or 1/2 your Dex modifier as a circumstance bonus to your AC until the begining of your next turn.
I gave it circumstance, as I feel that would be more of a "combat style" bonus, if you're make it a combat feat.
Yes I know, with a 28 Dex you can get a +5 to your AC, well, if you had a 28 Dex, I would hope you can move that fast.
I always Dodge was a crappy feat anyways.
