It's a utopian future. Everything's worked out and... probably will keep doing so for the foreseeable future. There's a lot of harp music, gentle breezes, and flowing white garments. Fields of flowers, indeed.
No... there's no hidden danger. There are no subterranean, cannibalistic degenerate mutants. Humanity's worked it all out.
This setting would work well for a group of evil characters. Try to stir up chaos for the fun of it.

1. My character would have silver hair and golden eyes. He would be 5' 7", and would be about 115 pounds. He is a rather brash guy, but is quiet polite in diplomatic situations.
2. Xanril's childhood consisted of constant battle training in both magic and fighting. He carries his spellbook still, but doesn't have the power to use it yet.
3. Xanril could care less about any gods. They haven't done anything for him.
4. Xanril tends to get along with others quite easily, but just rubs the wrong way against some people.
5. Xanril prefers to fight in with a group, but can fight alone.
6. Xanril doesn't care much for animals, but quite likes dragons.
7. Xanril is fearless, and the only thing he ever worries about is losing his friends and family.
8. Xanril has no real goals, he only adventures for the fun of it.
9. Xanril keeps little secret, except for his knowledge of magic, which he has never told anyone about.
10. Xanril doesn't know many people, so not many people know about him.
11. The ends don't always justify the means. No one has to die for another.
If for whatever reason, you *really* can't just kick him, and want to try to rehabilitate him, (hah, unlikely) consider giving him a build/design/play challenge. Let his current character retire. Give him a very limited selection of weak non-caster classes (and archetypes), and a limited selection of feats. Or instead of a weak non-caster class, challenge him to make the most powerful support build. Pare down point buy to a low amount, or give him a weaker-than-regular array. Then give him certain bonuses...
I'm an optimizer, pretty open about that (But I do restrain myself.)
Personally, I hate class restrictions in general (Though no occult is understandable because of lack of mythic support), and race restrictions are an irritation, but I'm with it for certain settings (But if they're arbitrary, I already make sure everyone gets their moment in the spotlight, why do have to shoot me down. I'm the only non-caster normally, so a good class/race combo doesn't make me look OP to the rest of the group, it just lets me fill our gaping holes.)
TLDR: I hate build restrictions, especially if the reason is "You're OP". He just needs to stick to his role and not take other's roles. That is what makes other party members feel useless.
Honestly, I wouldn't be too worried. If they seem OP, have enemies realize. Let him be a hero, but enemies will notice he is the heavy hitter and attack him mostly.
@Shalm: Yep. That's mostly why I like them. The 4 attacks is fairly OP, which is regrettable, and if they functioned as prehensile tails, that might work for an alchemist, but not a magus.
@Shalm: Yep. Multi-Armed is what draws me most. 'm honestly fine withut the following abilities.
Desert Runner: Kasathas have a +4 racial bonus on Constitution checks and Fortitude saves to avoid fatigue, exhaustion, and other ill effects from running, forced marches, starvation, thirst, and hot or cold environments. (2 RP)
Stalker: Perception and Stealth are class skills for kasathas. (1 RP)
Spinal Sword Proficiency: Kasathas treat kasatha spinal swords as martial weapons.
Everything else, I'm partial to keep.
Form of the Dragon spell?
Specifically the Dragon Disciple prestige class, as they have this.
Also, if you're willing to use 3pp, Rite Publishing's In the Company of Dragons has the Draconic Exemplay, which can get a human form at level 3, usable 3 times a day.

Kage, the Immortal
Kage just wants to have power, and lots of it. His ultimate goal is to be immortal.
Still using One Winged Angel.
Kage is gonna be an Aasimar Magus (Mostly because I think Aasimar can get wings).
My first level feat will be Exotic Weapon Proficiency (Fullblade), so i can have a huge sword.
I think I can live up to it. Also thinking of taking Exotic Weapon Proficiency: Fullblade, if you'll allow it. From Arms and Equipment for D&D 3e.
My character will be a mutant, possibly getting a wing later.
Arqag is a man of few words, and few who see him last long.
He mostly supports from a range, but has 4 longswords for close combat. Intended to be an archer.
IRL, I mostly play Ashe and Ezreal. Pretty much the same in character.

Can a Kasatha Magus make 3 longsword attacks, and still use Spell Combat?
Can spellstrike be applied to multiple melee attacks in a round?
Can spellstrike be applied to AoOs?
And can a Kasatha gunslinger wield multiple guns?
No, it's really not. It's a tool to create new interesting weapons that a GM wants to add, not another system for players to mixmax. It's like the Race Builder. It's a tool for GMs, not for players.
And you're absolutely sure he is a player, and not a DM asking for advice? (Though he does seem like a player, if you ask me) Maybe he just wants thoughts on the weapon.
I like the idea, but definitely doesn't need to be a double weapon or fragile. Good as is.
