The Council doesn't know what to do with him for one reason, The Black Sovereign. Still ruled and heavily taxed by the palace 200 miles away put Torch in a tricky place. They were just interesting enough to tax but not enough for anything else. The habitat module and Sanvil put all that in play. If The Black Sovereign (Technic League) learns there is a large artifact under Torch they would surely level the town just to access it. How does the community access this boon of resources without alerting those that would take it from them?

With Sanvil his fate can also complicate this. If he is just put to death it could be seen as the cover up it is. If they hold a trial evidence would be shown to the Numerian judges who would tell their leader. Letting him go may eventual expose the artifacts existence as well.

The Habitat Module could be a great addition to Torch with it's secured protected space could be useful but would need to be kept a local secret.

Another solution would be to have clickable layers on the pdf that allow you to choose your Story Arc and Location so the others would be crossed out or hidden all together. This would make it simpler than having several different sheets that still need to have items crossed off or highlighted by hand. You do it with module and AP maps so it should be easy enough. First off I hate the drawing in First Contact. The "balloons" look small and added onto a drawing. It's considered humanoid so I would think it should be a little more humanoid shaped.

The float people away attack in First Contact went away and is now like flight level 1 lasting 1 round per level. You can keep doing this every round though.

<p>Recently I came across a GM that not only adds 2 for each opponent but has you make a separate roll for each opponent. I understand the logic but it seems to double penalize the tumbler. What is the official way of playing this action?</p>
<p><b>Example:</b> If I am moving through the threatened squares of three opponents and one of those I am moving though that gives me a -9 to my roll. If their CMDs are 13, 18 and 23 and I roll a modified Acrobatics roll of 18 (Unmodified 27) then the third opponent gets an AOO.</p>

<p>Definitely a fair amount of preparation should be done prior to running; there's a lot of rooms in the embassy proper, and it's very important to know what each of the rooms is filled with as you go, until you get to the Paracountess's chambers. From the Paracountess's chambers on, it's pretty straightforward; I'd just read the player handouts in advance to get an idea of how they're supposed to figure things out. The two probable combat encounters require zero preparation.</p>
<p>One minor quibble I had is that the scenario doesn't provide GMs with translations for the various player handouts. Not really a big problem, but I wanted to know what precisely was in the notes before my players did. (I and my players decided to run it on the spur of the moment, so I was unfortunately running it cold.
