Feats:

Weapon Finesse: With a light weapon, elven curve blade, rapier, whip, or spiked chain made for a creature of your size category, you may use your Dexterity modifier instead of your Strength modifier on attack rolls. If you carry a shield, its armor check penalty applies to your attack rolls.

Dervish Dance:When wielding a scimitar with one hand, you can use your Dexterity modifier instead of your Strength modifier on melee attack and damage rolls. You treat the scimitar as a one-handed piercing weapon for all feats and class abilities that require such a weapon (such as a duelist’s precise strike ability). The scimitar must be for a creature of your size. You cannot use this feat if you are carrying a weapon or shield in your off hand.

Racial Traits:

+2 Dexterity, +2 Charisma, –2 Strength: Halflings are nimble and strong-willed, but their small stature makes them weaker than other races.
Small: Halflings are Small creatures and gain a +1 size bonus to their AC, a +1 size bonus on attack rolls, a –1 penalty to their Combat Maneuver Bonus (CMB) and Combat Maneuver Defense (CMD), and a +4 size bonus on Stealth checks.
Craven (Replaces fearless/halfling luck): While most halflings are fearless, some are skittish, making them particularly alert. Halflings with this racial trait gain a +1 bonus on initiative checks and a +1 bonus on attack rolls when flanking. They suffer a –2 penalty on fear saves and gain no benefit from morale bonuses on fear saves. When affected by a fear effect, their base speed increases by 10 feet and they gain a +1 dodge bonus to armor Class.
Keen Senses: Halflings receive a +2 racial bonus on Perception skill checks.
Sure-Footed: Halflings receive a +2 racial bonus on Acrobatics and Climb skill checks.
Weapon Familiarity: Halflings are proficient with slings and treat any weapon with the word “halfling” in its name as a martial weapon.
Languages: Halflings begin play speaking Common and Halfling. Halflings with high Intelligence scores can choose from the following: Dwarven, Elven, Gnome, and Goblin.

Appearance:

Neichka stands average for a halfling at 3 foot zero inches. She has bright red hair and a soften white complexion her face littered with light peach freckles. She usually wears a gray plaid dress (think kilt) and brown and black tattered loose fitted baggy robes with a brown hood. The familiar chink of a chain shirt clinks underneath her clothes ash she walks. She carries with her a short mahogany cane, which she claims helps relieve her tired feet when traveling great distances. She has numerous weapons hidden carefully by her loose fitting clothing.

She has a single silver earring on her left ear while her right ear is scared and partially ripped off at the lobe. Around her thumb sits an fancy ring that bears some engravings that look like it might have come from a Chelish noble as it seems to have had a bit more metal recast around it to manage to fit on her thumb. She has a tattoo of a small blue flower near her wrist.

Background:

Neichka or crafty Neichi as people call her is a fiery little half-pint. Born pressed into slavery in Egorian the city of thorns like so many of her kind. Growing up she often coveted her superiors jewelery and various finery. It was her covetous nature that led her one evening to stealing the earrings of her Chelish masters mistress an act that would have dire consequence for her. One evening as she was after all of her master had gone to bed she took to one of her favorite hobbies pulling out her small assortment of trinkets and fancy garments she had both pilfered and liberated from the garbage and dressed herself up pretending to be a powerful noble and played pretend in her own little world where she had numerous human servants and the like. Her imaginary refuge would be cut short that night upon the masters wife barging in on her to request make a rare after hours demand of her. Finding Neichka dressed in finery the masters wife went into a rage, but her anger over the incident became far worse once the masters wife recognized the earring of a familiar Chelish woman upon her servant and stormed out. Acting quickly Neichka began to take off her finery and attempt to hide it before her master returned before she could finish taking of her final earring the master stormed in and in an abusive rage ripped it off her ear. She earned herself quite a few lashings that evening and her contempt and anger at losing her only refuge sparked a fire in her.

After many years of planning she finally managed to smuggle in a dagger which she quickly used to slit both her master and his wife's throat. Before stealing a few trinkets and becoming free halfling. Fortunately for her the news of a halfling bold enough to kill her own master wasn't a story that was very believable nor something Chelish citizens wanted to propagate around. In a strike of fortune someone else even took credit for her crime a young man of a competing noble house spread rumor of his clever assassination of her master in order to take political advantage of the situation. After traveling to Westcrown she had the option of escaping Cheliax, instead turned her attention to staying joining the Bellflower Network and helping other halflings escape the chains of their bondage.

Neichka is an curious oddity in Westcrown being a free halfling and rumors surround her. She's spent the majority of her life in Westcrown and has set herself up as a seamstress who sells excellently crafted clothes to chelish nobles to outfit their slaves. Unbeknown to the Chelexian's she sells her garments to is a tightly guarded secret that her outfitting for halflings contain various secret pockets interwoven in and impromptu thieves tools needed for lock picking. She runs a fencing operation in which various halfling slaves often steal from their masters and smuggle the trinkets to her for fencing after she offloads the hot merchandise she saves most holds the money for her thieves. Every so often a halfling slave has a child and conceals the pregnancy from their master once enough coin has changed hand between her she smuggles the child through her Bellflower contacts out of the country so they can have a better life. At night she's also rumored to brave the darkness and avoid the notorious shadow beasts of Westcrown making her way to the docks and jumping into a pre-arranged barrel filled with goods. She then paddles the barrel out to sea under cover of darkness to a ships seeking to smuggle illicit goods or avoid the dock fees in Westcrown proper she repeats this process many times on appointed nights in exchange for her services many ship captains take on halfling babies as cargo and give them safe journey to freer countries.

Personality:
Neichka is a clever woman who knows how to talk to the tall-folks in a manner that makes them feel superior and trusting of her words. Behind their backs however she shows nothing but contempt for them revealing her racism towards those that stand taller than 3' 6''. She's a little rough around the edges, but fond of racial jokes about humans. She's quick to mistrust and even quicker to judgment, but is typically friendly to halflings especially those that give tall-folks trouble. She's noted in the Bell Flower network for advocating revolution or more violent methods for liberation rather than their more covert and peaceful tactics. She has a bit of a temper, but often doesn't show it outright instead working out her revenge either with a dagger to the back in a dark ally, a poisoning, pilfering of a prized object, or a simply pissing in a tankard.
