The True strike wasn't that much it's just the cost of getting a command word spell added to a weapon you can do similar with any spell on any armor or weapon or mundane item really. The cost for a command word activated spell is Spell lvl x spell caster lvl x 1800gp. for a continuous spell effect like say true seeing it would be spell level x spell caster lvl x 2000gp. And I looked up the whole activating an item with a command word and its either a free action of a swift action. I think I've found differing versions in different books. But either way swift or free I can activate it each round.
