If it's obvious someone knows something is broken and abuses it, that is exploiting and characters should be punished. If it's not obvious, then make a statement (just like they did with PvP in towns) and expect people to follow that. If they continue to abuse after the statement then they are exploiting and should be dealt with the same way.

<p>If that is the case, why would we put in an encumbrance system before there was a better way to manage inventory? It's not like encumbrance is going to suddenly make the game perfect, but it sounds like it sure could break it...</p>
