developing story:

A minor noble in the Sarini household, Belthael fights against House Thrune and their allies. His family is a mockery of its former self and their allegiance and cruelty under House Thrune has mobilised Beltheal to act. He sought ways to aid the rebellion in both actions and words and was taught to fight from the shadows, striking fear into the hearts of those who would aid Thrune.

The idea is that he has taken the mantle of the Raven in honour of the Silver Ravens. Whether this is official or not is up to the GM- he could have been mentored by a Silver Raven (whether he knows this or not) or has chosen to put the mask on to use the fear associated with the Silver Ravens. I'm more than happy to change things to suit the game.
