I believe Nihimon is correct with this statement in relevence to your question about new settlements/nations.

There is a planned system called 'influence' that is accumulated and used in actions at the company and settlement level mechanics that is used almost like a currency. This 'currency' of sorts will be used as a cost component to wars, buildings, POI building, territory claiming, etc. It may also be a factor in settlement/nation upkeep, of which details have yet to be released. So, large territories (like those held by the larger alliances of EVE) may not be an economical choice. They'll be picking only needed hexes for important resources and not wasting upkeep on hexes that are unused and are not producing anything of worth. Influence will be the key factor in a settlement's growth rate (and possibly their sustainability).

The kicker is that the 'old-timers' will generate influence at a lower rate than a new player. New players will act as a potential influence income source and will be more valuable that any goods they produce or the materials they mine or gather. As influence becomes harder to accumulate from aging characters, you'll see the expansion of settlements and nations slow almost immediately without a steady influx of recruits to join the said organization.

It will be late in Early Enrollment before settlements are even fully introduced. By Open Enrollment (launch), many settlements will still be at the stage where they are still ironing out their initial infrastructure for their settlement's main functions and may have anywhere from 1-4 extra hexes claimed for outside resources. Settlements will take a great deal of time to develop and shape.

I don't think that a fledgling company/settlement/nation will not have a problem finding a place to call their own and continue to expand.

I was lucky enough to go to the seminar last year and received a lot of good information in doing so. If you do go, I'd advise anyone to stay if they have a Q&A afterwords. We stayed almost 2 hours after the fact to have additional questions answered and cemented my interest in the future game.

I really like that, too. One of the really cool things about Vanguard is the Diplomacy system that gives you buffs when you enter an area where a Diplomat has worked to provide them. I'd love to see PFO add something that Social players can do to provide a buff that applies to everyone in the local hex.

Maybe something like a Bar Master for a tavern, Cleric for a shrine, etc.

When their active ingame providing services, they activate a passive buff when they are performing their duties onsite and lasts for 12-24hrs.

I like the idea of military or strategic outbuildings that offer a strategic buff to the hex it resides. Possibly as a sub-building upgrade to a fort or watchtower.

Watchtower + armory = upgraded storage
Watchtower + guardhouse = 1 additional npc guard if sponsored by a settlement

Once upgraded to a fort other upgrades become available.

Fort + Hospital/Shrine = healing/regen buff
Fort + Mess/inn = skill recycle buff
Fort + Arena = a few slots for fighter training
Fort + Apothecary = adverse status resistance buff
Fort + Wizard tower = a few slots magic type skill training
Fort + Archery range = a few slots of survival skill training
Fort + Commissary = small market for hex
Fort + Stables = hex wide travel buff (without settlement sponsorship)

Just to name a few possibilities.

Naturally, there would only be two slots for an outbuilding upgrade.

Slightly unrelated, but if a settlement manager wants to oversee multiple companies' POIs, could he/she be able to be a member of each company if said companies are all sponsored by the same settlement.

I remember it being said that you can be in something like 3 companies at once, one being sponsored. However, if another becomes sponsored you need to chose one or the other to stay with. Does that still apply to two companies that you belong to, become sponsored by the same settlement?
