This assumes he went out of the darkness in two moves, if the dragon is too far far the throw, he readies an action

Let me check real quick. I think throwing the tanglefoot bag at a flying dragon counts as an improvised weapon.
Okay, if you have the Throw Anything feat (page 135 of the PFRPG) you would not suffer a penalty for throwing your tanglefoot bag at the black dragon.
EDIT: I checked your character, and you do not have a human bonus feat selected.

Also, human feat was abandoned for save bonuses

A tanglefoot bag is a small sack filled with tar, resin, and other sticky substances. When you throw a tanglefoot bag at a creature (as a ranged touch attack with a range increment of 10 feet), the bag comes apart and goo bursts out, entangling the target and then becoming tough and resilient upon exposure to air.

I think you apply your dexterity bonus to a ranged touch attack, so recalculate your strike including your dexterity bonus.
