Unfortunately, this is a rough encounter for a gunfighter, but I have to follow the bad guy's tactics as written.
Hunter was tossed in the drink. To rest a hand on the boat, you would need to move to it. This requires a successful Swim check (DC 10).
Hunter, Swim check: 1d20 + 2 ⇒ (4) + 2 = 6
Hunter, Swim check: 1d20 + 2 ⇒ (8) + 2 = 10
After a failed effort, Hunter makes it to the boat.
If you choose a different course of action than getting to the boat this turn, go ahead and post it and we can try to retcon to the extent possible.
Regardless, Hunter cannot fire this round because 1) it took two actions to move to the boat, and 2) Hunter does not have any dry powder in his gun (at least as far as I can tell) as everything would have gotten wet when he was knocked overboard. Fortunately, he is carrying a powder horn so he can retrieve some dry powder as a move action during the next turn.

Would Hunter have known that the powder in his gun would have got wet? The player assumed because he was partway above water, the gun did get wet like he could keep it above the water even when boat tipped over, like reactively raise his arm up with gun in hand, or was partially waterproof, where as one second underwater wouldn't ruin the powder inside the gun. Cause if character would know that, he would pull out his longsword instead. on round 1

Each rowboat was capsized, so I envision that all the Pathfinders were submerged before they floated back to the surface. Hunter would have known his gun got wet. It makes sense that he would have drawn his longsword last round.
One of the sahuagin (yellow) manages only to brandish its trident, while the other (green) attempts to end the alchemist so he can tend to the gunslinger.

Although I have played many a game where armored PCs sink quickly, I have not found an official rule on it (although I welcome one). As written, a Swim check is only required when moving (getting into or out of a boat, for instance). If a PC is simply trying to float, no check is necessary.[/occ]

That is fine. My character does not have line of effect anyways to that square without moving and making a swim check. The capsized rowboat is blocking her view. Also why does every monster have to fight until death? It is clearly hopeless for him now.
