The other Pirate Lords take various amounts of time to accept the fact that you're the new king. The main complaint is your newness to the trade, but as you rightly said, your family has a long and storied history of piracy. You've also racked up a very enviable list of accomplishments in a short time, each more impressive than the last. Having the support of Tessa definitely helps your case, and the personalized gifts are a particularly nice touch. In the end, you receive unanimous support from the council. While they're reluctant to commit the entirety of their fleets to dealing with the Chelish (prefering to hold a portion back for defense of their individual home ports), there'll be a sizeable armada sailing to Drenchport with you. Based on what you know of pirate history, this will be the largest naval engagement in the past 50 years.
You'll have a short amount of time to plan in Drenchport once you meet up with the Master of Gales, but this is a perfect time to begin hashing out some broad strokes while all of your allies are gathered in one place.

Having looked each council member in the eye as he accepts their oaths, Elek smiles a wolfish smile, "In two days we sail to Drenchport." As they begin to leave, he gestures towards the cannon in the ship's hold. "Let us discuss plans a little. I intend to use the 'Filthy Lucre' as bait she's heavily armed and armored and should be able to withstand the first assault. I'll put her in the middle of the front line of a square formation, on the left and right of that line will be the mercenaries I hired. The lines on the sides of the square will be your ships and on the line of the back square will be my fleet and anyone else sailing with us. They will punch through the front line, which will be weakest, and your fleets will be the hammer to my fleet's anvil." He looks around at the pirate lords, asking, "Any opinions?"

Having collected the list of captains from Sandara and the rest of the treasure from the hull, he will discreetly begin speaking to the captains he'd selected. Intent on having every hand available to fight on the 'Filthy Lucre' he asks Breaker to move the skeleton anchor from the 'Banshee's Revenge' to the 'Filthy Lucre'.
I think we are ready to advance the plot, do any of the NPC's (pirate lords or his officers and crew) have any recommendations?

Sailing to Drenchport, you meet up with the Master of Gales. While his fleet is the smallest of all the council members, his mastery of the winds is usually the only ally he needs - to say nothing of the giant squid that serves as his constant companion. Once the final tally is made, you'll have 54 ships under your command in addition to the Revenge and the Filthy Lucre - a sizable armada.
The Master of Gales suggests the edge of the Eye of Abendego serve as the battleground. While the immense maelstrom is far too powerful to control, you and the Master of Gales can potentially combine your powers to partially mitigate its effects - giving you the terrain advantage. Of course, this puts your armada at risk, but the Chelish armada will hopefully experience the full effects of the hazards. Alternately, you could fight farther away from the Eye, removing the danger to your armada - but also to the Chelish.

As they sailed towards Drenchport, Elek finalized the plans with his lords and captains. Staying on the 'Filthy Lucre.' at the front of the armada, he had Sandara captaining the 'Banshee's Revenge.' bringing up the rear guard.
Understanding his 'lord's' decision to leave part of their fleets home to guard their ports, Elek considered his options for the upcoming fight with the Chelish. If they fought in the storm, many ships may be lost to the storm. If they fought outside of the storm, if the worst happened they could regroup and help defend the ports. Not wanting to commit everything to the ravages of the storm, the would fight farther away from the eye, where they could use their weather control offensively against the Chelish instead of defensively against the storm.
Not sure it's the best idea, but it felt like the Lords would prefer not risking everything to the storm. So, sucking up to the crowd a little.

Fair enough. I wanted to give you the option of setting up THIS scene, but wanting to avoid the risk is perfectly valid. XD
It's time. After getting whatever rest you can and taking care of any final preparations, your fleet joins those of your allies a few miles outside the Eye of Abendego. You're far enough away that - aside from rather choppy waters - there's no danger from the eternal storm, but remain close enough to easily spot the Chelish as they emerge.
Dawn breaks, and as it does, a green glow begins to shine from within the maelstrom, rapidly increasing in intensity. Shortly thereafter, ships sail out of the storm clouds, bound together with chains teeming with spectral serpents. The armada has arrived. Forty-seven warships in all, each capable of fighting on even footing against a small fleet of pirate vessels. The leader: your former foe, the Dominator.

Having changed some of his gear to look more like a pirate lord, Elek stands on the aft deck of the 'Filthy Lucre' beside Captain Omara. Seeing the Chelish fleet on the horizon, he smiles recognizing the Dominator. Turning to Omara he gestures towards the ship. "We're headed straight for that one." As he takes out his sending stone The one for the 'Revenge' 'Stick to the plan, but we'll turn and focus on the Dominator, have Ambrose spread the word. Knowing not all the ships have 'sending stones, he turns to the 'Lucre's' First mate, "Ms Hypatia please flag the rest of the ship telling them to stay in formation with us."
Having given a few orders, he reaches out to the Weather available, Due to Greater size it's long range and begins pushing the fleet forwards. Turning to the garundi woman, "Captain Omara, let me know if I need to take the helm."
I don't remember if fleet combat included 'sailing' rolls, if it does, Elek will take the helm

How far are they and how quickly are they closing?
releasing his focus on the wind, Elek reaches into the coat he's wearing over his armor. Drawing out the wand he summons a hound archon, pointing his cannon at the approaching devils, asking. "What are they How do we beat them and what can you do to help?"
I'm assuming that if were not in initiative we will be soon. This feels like a move action and a standard. Sorry for the short post, been busy all day and my minds mush. I'll get a better post once they are in range.

It's actually a move + a full-round, but as we aren't in initiative yet, it doesn't matter. XD
eventually I'll remember a summons is a full round. Of course by then, It probably won't matter.
Realizing it must be hard for the hound to admit that the devils are stronger, Elek draws his estoc, telling the summoned creature. "That's fine, use your magic to help protect us from evil, then hide so they don't kill you and use your magic to aid where you can." As he estoc comes clear of the 'quiver' he commands the cursed cannon to place the flying mantle on him.
50 ft is still too far to use the cannon, so I guess we wait a second longer for initiative. Are the winds from the nearby storm naturally strong enough for Elek to fly? Elek is requestion the hound cast magic circle against evil, then aid.

It's only a standard for Summoners using their spell-like ability. An easy thing to forget. XD
The archon touches you, and you feel warmth envelop your body (you'll have the effects of magic circle against evil for the next hour). As long as there are no interruptions, it'll cast its remaining magic in a few seconds.
Currently wind category 2, but it'll increase as you sail closer to the storm.

Hoping the devils would leave his undead crew alone, Elek turns to the sniper, "Captain Omara give the order for your crew to fire. I'll take this fight to the devils the best way I know how."
Hoping invisibility will give him a brief edge, Elek turns the ring on his finger becoming invisible for the briefest of moments.
I guess he'll wait for initiative invisible.

You quickly take down the fourth devil. As you do so, the sounds of battle begin filling the air. The Shackles armada and the Chelish armada have reached each other.

While your armada is slightly more numerous than the Chelish armada, the majority of your ships are raiders, not warships. The front of your box formation suffers heavy damage from massive broadsides while swarms of devils target the captains. Meanwhile, your path to the Dominator is blocked by another warship: the Abrogail's Fury.

Frowning as he realizes the other flying devils are attacking the other ships captains, Elek hopes his people will be ok as he turns to the battle itself. Nodding he realizes the chelish have fallen for the trap. Decimating the front line, they are soon to be flanked by the pirate lords' fleets, who should be much tougher than those of the mercenaries.
Turning his attention towards the Dominator, he see's the 'Abrogail's Fury' Approaching. Turning to Captain Omara he calls out pointing towards the nearing ship. "Let's see what those Cannon can do to her. We need to do enough damage that she and the 'Dominator' cannot afford not to try and board us."
Moving towards the front of the ship, Elek, determined to save the cursed cannon's magic until absolutely necessary, begins to activate the magic of the crown. Calling on its "winds of vengeance".

Unfortunately, you can also see that the Chelish armada is wreaking havoc on your ships. Arronax's and Tessa's ships are holding their own, but several of your allies have suffered heavy losses.

"Blast!" Cursing as he sees the armada wreaking havoc on his fleet, Elek flies towards the mast where the chelish flag is waiving. Using estoc he slashes at the flags rope, as he considers the best way to communicate that the admiral is defeated.
so a move action and cutting the rope. Do you need a roll for the rope? My assumption was if the admiral was defeated it would break the chelish morale, but not sure the best way to communicate that. Nor if it would really work. I will roll Knowledge (civilization) and Knowledge (martial) to best figure the way to get the chelish demoralized and out of the fight.

An armada of this size has multiple people in leadership roles. That also doesn't take into account the factor that you need Sandara or Iryani (or Know: divine or planes) to identify. XD
The flag of House Thrune falls to the deck, stopping the crew of the Abrogail's Fury in their tracks. It'll take more than that to stop the armada, however. The Chelish ships (still linked with their spectral chains) continue to carve through your allies. They're exhibiting exceptional tactics and appear to be completely unbothered by the wind and waves. Based on what you're seeing, none of the Chelish ships seem interested in carrying out boarding actions. Instead, they're using their superior firepower and devilish allies to simply destroy enemy ships, leaving the crews to drown.
On a positive note, the destructive capabilities of the Filthy Lucre's cannons is causing most of the Chelish ships to leave you a wide berth. Anything getting too close is quickly damaged, so your enemies have clearly decided to hold back until they can surround you and crush you through sheer numbers ... except for the Dominator, that is. The largest and most powerful ship in the Chelish armada is rapidly approaching. Now that it's closed in, you can see that it isn't flying the flag of House Thrune. The captain of the Dominator belongs to a smaller House, one with much less influence - but one that has personal ties to certain Shackles pirates. House Salisfer.

Realizing the difficulty of the task, Elek changes tack. Pulling out the 'sending stone' for the 'Banshee's Revenge' he sends word to Sandara. "Order fleet to disperse. When chelish pursue individually or turn to come after Filthy Lucre close in and board ships. I'll deal with the Dominator"
Taking a moment, he flies down to the helm of the 'Abrogail's Fury' Calling out to the Crew and marines. "I am Elek Kardforgató Captain of the 'Banshee's Revenge' and newly crowned king of the Shackles. Drop anchor and stay out of the fight and I guarantee everyone lives."
Leaving the deck of the 'Fury' Elek flies towards the 'Lucre' Calling down to Captain Omara "Focus on the 'Dominator'" He gives a wolfish grin, "I've an old acquaintance to catch up with." As he flies towards the large ship, he activates the ring of invisibility.

Relieved to see the devil fall, Elek paused for a second. Content to stay visible, he moved towards the 'Dominator' looking for the captain, or whoever had decided to display the House Salisfer flag. As he neared he commands the adamantium and mithril cannon, "Gēngshēn céngcì de zhìyù" using some the cursed prosthetic's magic to heal himself.

Seeing the lights shining from the captain's quarters, Elek makes a quick decision; Better to try and change the path of the 'Dominator' first, then to seek revenge and prisoners. Turning towards the Helm, Elek spends a moment to use the crown's ability to control winds (as the spell) in up to a 700ft radius around him. Pushing the wind directly against the ship's sails, he looks towards the helm, trying to determine how to take the ship.
So move action flying towards the helm, standard action using the crowns spell like ability. How many and of what sort near the helm, he's going there first.

How strong are the winds you're creating? You can set any strength between Light Wind and Hurricane.
There appear to be close to 100 marines on the main deck. Based on what you remember about the Dominator when you last encountered it, that's around half of its crew. The rest are likely belowdecks manning the rows of ballistae. There's only one sailor at the helm, but he's guarded by two of those fish-like devils.
The ones with the heavy aura and the drowning attack.
