@Allanen: No. In early seasons, I think the scenarios were written for 4, so the fights are easy by modern standards and APL tiebreakers went down or up depending on how many players there were. In later seasons, the scenarios were written for 6, so there are explicit 4-player adjustments for the fights and APL tiebreakers go up with the 4-player adjustment.

Ok...I think I'm with Mavaro, then...the tiers on the chronicle sheet are weird/wrong. They say 1-2 and 8-9 but the scenario is for 5-9's so the low tier should be 5-6 and high tier should be 8-9 with out of tier being 7.
LOL, I didn't even notice. Yes, 5-6 is low tier and 7 is out of tier.
I assume the CR's in the adventure were appropriate for 5th-6th level characters and not 1st-2nd level characters?
Hard to believe, but yes. Tygora was a CR 8 creature, and the encounter was nominally CR 9 because of the mephits and the traps that the prisoners were sitting on but nobody in their right mind would set off while a CR 8 creature was blasting them with scorching rays.
Edit: And the encounter at the front of the castle was two CR 8 encounters smushed together, that was supposed to be the toughest fight of the scenario.

Question there, would Tygora be considered a slaver?
Defeat a known slaver whose Challenge Rating is at least equal to your character level. For the purposes of this goal, use the definition of slaver from the Freedom Fighter reward.
FREEDOM FIGHTER (2+ goals): Gain a +1 bonus on attack rolls and weapon damage rolls against known slavers. For the purposes of this reward, a slaver is a creature that owns at least five slaves, is maintaining a compulsion spell or effect to control a creature for at least one day, or is explicitly cited as trafficking slaves.
Now to get two more xp and gain Combat Reflexes based on strength. (Snicker)

Do GMs have any leeway in interpretation?
Exactly as written, she does not meet the definitions - neither she nor any of her subjects would characterize their relationship as master/slave, and her effect over them was one-time, not continuous/maintained.
But, obviously, she had power over them, and she exploited their labor. She also explicitly trafficked Valsog, although, again, he wouldn't have called himself a slave as she did try to make him happy.
I will gladly say yes if I'm allowed a judgement call.

That wall of fire was scary in that we had to cross it to get to her. It could do about half my hit points. And quickened scorching ray is nasty. If you had hit one person with all three that could have taken someone down.

PFS generally tries to minimize GM judgment calls, but does acknowledge that there are situations that will arise where the scenario does not tell you what to do. If you've seen the evaluation criteria for five-star GMs, you know what I mean. So I would think that, since there's a specific definition for what a slaver is, you'd have to follow it.
Of course, it's not like anyone is auditing these chats to see if a GM gives some leeway on the checkboxes.

If I were to use my judgement, I'd say that Tygora easily meets three halves of a criterion - half of all three, which adds up to more than one. She doesn't own slaves, but she has a pool of labor that she has power over and exploits the material fruits of their labor. She doesn't actively maintain the effect, but her intent when she offered the wish was to deceive. She explicitly trafficked Valsog to the city to make weapons and armor for her army.
You know what? I say yes. I've taken the time to write it all out so there's no mystery in wondering what I was thinking, and also, my name is attached to this, so I'm reachable if the Appeals Court of the First District of Pathfinder wants to subpoena me or whatever.
