I can apply this GM credit to a character (Rossby) who is not yet 3rd level (and may not be for a few weeks/months). As I understand it, I fill out a Chronicle as if Rossby were 3rd and apply it when he reaches 3rd. But because this was played at upper tier, will get gold and item access as if this had played Tier 3-4, or does he get out of tier gold and item access because this was Tier 6-7? Do I roll a day job guessing what his modifier will be at 3rd level, or leave it blank to fill in later?

Alternatively, I can apply this GM credit to a character who is 5th level (Diazepane). Diazepane ends up being in between tiers. So if Rossby was to pretend we played Tier 3-4, does Diazepane get to choose Tier 3-4 or Tier 6-7?

Aside from the mechanics, is it more advantageous to apply GM credit to a higher level or lower level? I feel like the higher level characters are more fun to play and have more developed personalities, so it feels like a waste to accelerate them through the fun levels. On the other hand, with fewer PF1 scenarios being run, it seems like if I can't get characters up to 7th level soon, I may never be able to play them at that level.
Advice solicited.
