I stand corrected on the 4-player adjustment for high-tier (which would be applied for the 6.6 APL). However, I still would not recommend it.
I would not want to leave Morok in limbo for the part-2. If the pregen is acceptable. We also have a volunteer for part-2, which could replace Morok if he decides not to continue.
I am still trying and willing to find a solution that will work for all. I just do not want to get a table of mostly 5's and 6's into high tier unless everyone wanted to (which doesn't seem to be the case, and if I was a player would not want to do).

The pregen option seems more trouble to me than its worth because I'd have to temporarily update the tagline for part 2 and eventually, should I want to play another forum game, back again. Only other character in tier is at level 8 (paladin/field agent).
Constantly changing the tagline and the character profile is part of pbp. But it's your thing what you want to do.

Here you have tagline and the character profile for all pregens. You just need to copy past. But before that you can save your current profile.

Hi Nemesis. We closed the recruiting at 5 for table balance due to having a 9th level playing low tier. I actually have 1 other on wait-list if there are cancels.
If I had capacity I would split out and run a second table, but I just can't support it at this time with my work schedule.
