Reflex saves and AC types

Why does 3.x and hence Pathfinder have both Reflex saves as well as Touch AC and Flat-footed AC? Wouldn't it make more sense and produce simpler Bestiary stat blocks to have just a Reflex save and turn flat-footed into a situational condition that gives a penalty to the reflex save and dodge bonuses apply to the reflex save instead?

Edit: clarifying that I'm interested in the reasoning behind how Reflex / Touch/flat-footed AC works in the 3.x system (which Pathfinder inherits).


Probably something to do with backwards compatability.
Several other d20 variants DO pretty much what you're suggesting,
so you can play those game systems if you want (Starwars Saga, for one)

I understand why Pathfinder deals with the situation (backwards compatibility). I'm more interested in why it was set up this way in the first place in 3.x. I've edited the OP to make my question clearer.
