Not to contradict our GM, but the Quickstart rules seem to say that those percentages just overrule our starting values, instead of adding to it, while the 4x 20% hobby skills stack with the starting values.
It seems odd and it's at odds with how previous CoC's have done things.
Allocate the following values among the eight
Occupation Skills and also the Credit Rating skill:
one at 70%, two at 60%, three at 50% and three
at 40% (set the skills directly to these values and
ignore the skill base values written next to each
skill on the investigator sheet).
After assigning points to the Occupation Skills,
select your Personal Interest Skills. These are skills
that your character has acquired outside of work.
Pick four non-occupation skills and boost them
by 20% (adding 20 to the skill base values listed
on the investigator sheet).

Here's Tom Wiggs. He's a young, currently unemployed, locksmith that's been known to do the occasional (as he would put it) side job. These jobs are oftentimes rather shady, but pay is pay. The background is really short, but I'll probably fill it out a bit more tomorrow. It's meant to just give a feel of what sort of guy he is.
Tom is a really small guy that's hard to scrape by most of his life. He's used to getting beat on. He's bright and mentally tough, but barely educated.
While he owns a pistol, he almost certainly won't be carrying it very often. As he puts it, he's simply not a fan of guns.
I may change around the skills slightly depending on what people want to do with their characters, but I think he's good to go.

That means I've been letting my tabletop group have about 10%-20% extra in each skill, hehe.
So are we doing it "by the Book" or "Home Brew" Just need to know to get the right numbers not that I have figured out exactly how to use them yet...

Don't worry too much about gear folks! Once you know what you are up against you can formulate a plan, including gear, based on credit rating.

Okay! 5,8 Eloise! Raconteur: +(2d4)X5% to fast talk! The investigator is a marvelous storyteller, and can sometimes win friends, calm enmities, earn meals, ect., through her tales.

Do we need to tie out characters together at all, because we're quite a disparate bunch, or is there going to be throwing random misfits together in the intro?

Well! Today is the day! We start tonight at 8pm. It looks like we've got enough seats that we don't have to turn anyone away!
Here is some potential glue: although you come from different places and walks of life, for some reason you find yourself tonight staying at the same Hotel: the posh Draycott Inn in Chelsea, which is an affluent area in southwest London on River Thames. Chelsea is lovely gaslight district with walking paths along the river's parks. You decide why you are spending the night (or nights) here. Wife kicked you out of the house? Big speaker at the lecture hall next door? Planning to rob the bank next door tomorrow? That's enough glue to get us started, what do you think?

James could be watching/hunting down Wiggs, but he doesn't work with others at the moment.
I think it'd actually be better if James learned that Tom was a criminal after they were in the group together. Otherwise it'll complicate a lot of the initial group getting together and become a focal point. I'd rather not distract from that right off the start.
