Well if we can do the third, then the second and the first would come easy. Everything comes back to the coin on our scale. May Abadar keep us golden. Queshem says touching her holy symbol. Let's find some easy prizes. I got a few ideas myself about morale myself. As ye were gents and I'm glad to have you in my crew.

Queshem instructs Tound and Parcell to have the stores of the boat refilled with better than average supplies. Nothing ostentatious but they've done well with the ooze trade and Queshem is a firm believer in spreading the wealth. A little fresher water and somewhat higher quality food would go a long way in keeping sailors happy she figures from her own experience.

Then she finds Draflo and heads with her to the building where the Council of Three meet. She's sure that Draflo can find the way easily enough.

Parcell laughs a bit, 'You are going to spoil them." But Queshem can see both men are pleased. Far too many Captains buy the cheapest, worst food and pocket the rest. Pickled meat, fruits and even some goats for milk go a long way.

With Draflo along, they thread the narrow streets. Ch-Tzu is full of Tian men and women bartering and working. The smells of rice, spices and silk fill Queshem's nose. It is a welcome relief from the usual waterfront aroma of dead fish and smelly bodies.

Just as they exit a market, and dodge a heavily-laden water buffalo they find their destination. A solid looking wooden pagoda, painting in bright reds and dark blacks. The roof is tiled and sweeps up at the ends, giving each corner of the building horns.

Four well-dressed guards stand out front, watching the coming and going of the busy street.

Draflo looks surprised, 'You heard my argument with Polos?" She sighs, "The Shackles are a new and struggling civilization. Slavery is, as in most lands in the Inner Sea, is a vital part of it. Slaves allow the needed work to get done. Felling trees, rowing ships, building ports."

She holds up a hand, 'That isn't to say I approve of harsh treatment. but freeing slaves only upsets the system and makes life harder on all. A slow process of making everyone richer and stable will leader to better slave treatment. And, if the people wish, even abolition."

Draflo nods, 'True. I am no democrat." She says with obvious distaste. "Andoran is welcome to it. No, simply the Shackles need more law and order. Slaves help keep the barely functioning society that is here, afloat. If, perhaps, once society is well-established it wants to be banned, and it is done lawfully and orderly, I wouldn't regret it. But for now, slavery is an established fact."

Later when they reach the guards Queshem asks for a meeting with Chan Ai'Huao if that is at all possible. She says she has a letter of introduction for her from the first banker of Haigui Wan


The guards bow and in bad Common indicate that Chan Ai'Huao spends most of her time at the naval dockyards on the edge of the city. Apparently the half-elf prefers to remain among the sailors and captains of the Fleet. They do give her directions to where she is likely to be found.

They do not invite her inside the pagoda, although Queshem can see Tian's going in and out.

Queshem shrugs and they make their way to the naval dockyards.


Draflo leads the way, using her improving Tian to avoid trouble. Just not getting crushed in the narrow streets takes some skill. Finally they come to a district of large warehouses and dockyards.

Queshem can see a few ships in for repairs or simply being cleaned. A few ugly barracks buildings stand here and there, flying proud colorful banners. Sailors and soldiers, clad in dark green or dark blue silks roam about.

She spots a crowd around one of the long docks. Queshem, being taller then most, spots a willowy half elf. She is standing, facing down the dock toward the sea. In her arms is a long, bulky item that Queshem isn't quite quite sure of.

At the far end of the dock, perhaps 100 yards away, is a target. Suddenly the talk dies away and the half-elf puts the item to her shoulder. After a brief pauses there is a loud crack of gunfire, a billow of smoke and the target is shredded. A roar of claps and cheers rings out, as well as some awe-inspired silence.

While Queshem's ships had big guns, handheld firearms were rare. No one in either of her crews had personal firearms. It was a sight even more rare on a fairly backwater island such as this.

'I think that is Chan Ai'Huao" Draflo says unnecessarily.

Hah. That do be a musket I think. Lady knows how to make an impression that's fer certain. Let's make our way over there. Queshem is impressed, she knows enough to know that firearms and crossbows are similar so she feels some kinship with Chan Ai'Huao already.


It isn't easy to fight to the head of the group, but Draflo and Queshem stand out from the Tian soldiers and sailors watching. As they push in, Chan Ai'Huao spots them. She hands the long musket to a waiting sailor and walks over, her stride easy and long. She is wearing the formal silk robes over more practical dress.

She bows in front of Queshem and Draflo. "Hello, strangers. What brings you to our fair city and my little demonstration?' Her Common is good but there is an edge to her voice. Perhaps she prefers strangers to stay away from the navy dockyards.

Queshem curtsies back Honoured to meet one of the Council of Three and we both be impressed by your marksmanship. We be new to these waters and be sailing here from Haigui Wan. I made the acquaintance of the First Banker there and he recommended that I come here to meet with ye. I do have a letter of introduction from him to this regard.

The half-elf nods, 'Thank you. But doing it on land is a far cry from doing it on a ship at war." Her voice makes it sound as if she knows such things well. Queshem notes a few burn marks on her neck and a few scars here and there.

"And what are you meeting me about? I will not be much help for any commercial adventures you have planned." She says, her voice already growing bored.

I'm Abadaran so I believe everything comes back to commercial adventures one way or t'other. But no I think what I be after is a bit bigger than tradin'. Queshem says I be here from The Inner Sea and I don't think the First Banker would have sent me to you if he thought I'd be wasting yer time. Maybe just a few moments in private?


The youngest member of the Wise Council nods and looks intrigued. 'of course." She gives a few rapid fire orders in Tian and the sailors and soldiers disperse.

A few set up a table and benches out on the dock, far from the land. Chan Ai'Huao smiles, 'No chance of eavesdroppers. Simple, but effective." She leads them out onto the quay, and takes the seat with her back to the shore. The sun is hot and sticky, but the half-elf seems unbothered, and her tanned skin merely glows in the heat.

'So, I assume this is some sort of political chicanery?" She glances at Queshem's and Draflo's clothes and adds, 'Real sailors, which is why I am giving you this time. No not waste it, I am a busy lady." Her tone is polite but firm.

Real sailors sure enough. We're Sea Dragons from the Inner Sea. Most of us in any case Queshem agrees as she sits down I'm not quite at liberty to say why but... there is an opportunity for us and the Church o Abadar to do same for the Shackles what we do for the Inner Sea. Make it safe for trade.

Queshem leans forward to make her case, animated, much the same as the one she made to the ArchBanker but a bit modified.

Commerce between Avistan and Garund be hampered for no good reason other than the current powers that rule the Shackles be too chaotic to just allow it to happen and get rich off tolls and taxes rather then risk life and limb for a little bit o loot and plunder that just goes to the big pirate captains. I seen how the average sailor lives in the Shackles and the most this way of life seems to offer is an early death or life as a cripple. Schenzu Bay shows something of what The Shackles could become if only someone would move against the powers that be and show a better way. With the support of the Sea Dragons and the favour of Abadar I aim to be that person. Queshem pauses Considern' what the Shackles be right the obstacles are considerable. So it's mitigated by making it a low risk operation. One ship, now two, self financed, fermenting a desire for a better more stable way of life in the Shackles. I be the captain of those ships.

Queshem stops leaning forward.

As to why I asked to meet with ye? Well I be looking for allies and friends in the place for this venture and I'm led to believe that ye're my best bet fer that in the whole damn archipelago


The half-elf considers this carefully. She hides it well, but Queshem thinks she sees a flash of interest moves across her face. She pauses for a long moment, looking out at the calm sea.

"I am only one of three, you know. The youngest and weakest, politically, of them as well. as far as ally's go, I am not the most powerful." A pause then, 'What can I offer you, and what do you offer me?"

She taps the table with her callused, still gunpowder stained fingers, 'How far are you willing to go? How much can I trust you and the reverse?"

I do have an idea, so if you want to roll with it instead of offering something you can, for now. Assuming you win her over, of course.

I not be the admiral of a large fleet myself if it come to that Queshem responds As for how far I be willing to go... Queshem pauses I be a loyal servant of Abadar but my charge is to advance his principles by most means necessary. Queshem looks away herself in the direction of where her ships are docked I'll not send my crew in harm's way without good cause. I'm sure ye can respect that. I'll also not go against good people or helpless ones. And I'll not help ye with any slaving ventures. I had a brush with that when I came here and it was more than enough for me. I'll tolerate the practice but I won't advance its cause. Other than that if ye propose a course of action that is of mutual benefit to both of us and our people then ye'll have my loyalty for that venture and my discretion fer certain..

Queshem grins and looks back As far as trust goes. I be a nobody in the Shackles while you be in a position of leadership. It would not be wise for me to go against ye. Ye may be the weakest of your three but that be far more powerful than me. And I be wise enough to know that I'll not be more than a pawn if I go to Jieh Hui and I shudder to think what Lo Shei Wen would have me do. No. If you're not friendly towards me than nobody on your Council will be and that's what I seek. And if I can help ye rise in influence there then that would be to my benefit as well. Mutual interest be a far more certain bond than mere trust.

As far as what I can offer ye? Well I be a foreign free agent and Schenzu Bay seem to be a place with many unwritten rules that I'm sure you be constrained by that I would not be. Here Queshem rubs her neck, a bit abashed I ran afoul of those rules in Haigui Wan actually. I do fear I made an enemy of a Master Xian in the navy there


For a moment Queshem's name drop distracts Chan Ai'Huao. "Xian? Not a nice man to cross, he has a bit of a temper. Doesn't care much for non-Tians. I would watch your back, if I were you."

The half-elf then goes on, in a more musing tone of voice, 'A free agent, you say. That is an interesting turn of phrase. I could use a free agent..."

She leans forward, hunching over the table. "I want Schenzu Bay to have a larger navy, and a more modern one. The other members of the Council block me, either due to fearing of increasing my power or so they can line their own pockets."

'You...you could be my sword however. What if I were to tell you that Lo Shei Wen was having a slave ship come in soon and could give you the likely location of such a vessel out to sea?"

The half-elf smiles and leans back.

That do be interesting Queshem says hunching over herself From what I do see slave ships are not well defended. If the ship would be to.. .disappear en route.. then that would be a shame for Lo Shei Wen would it not?


The half-elf smiles, 'It would indeed. It could become a talking point for a larger navy to protect our shipping. It would also, sadly, be a blow to Lo Shei Wen's personal income."

The naval captain leans back, 'In exchange for such a disaster, and more to follow, what would you want in exchange from me?"

Draflo doesn't look excited at this turn of events but stays quiet.

Discretion of course. It would not be good for either of us to make an outright foe. Have yer men watch out for mine when we be in port or if we run across each other on the waves and we'll return the favour. I reckon the navy, especially the sailors, be on yer side, especially if ye get yer reforms across. If ye could keep Master Xian away from me or weaker then that would be much appreciated. Queshem drums her fingers on the table To be honest just helping ye aids my cause. A stronger Schenzu Bay would be a force for order in the Shackles and even if I be called to the Aktun district before my job be done just helping Schenzu Bay would, I hope and pray, please Abadar.

Queshem grins as she leans back the front legs of her chair coming up off the pier I do be a terrible negotiator though and I be sure that that don't please the Master of the Vault

Queshem continues almost thinking out loud as she works through the implications of this step as she looks up at the sky.

If we be smart about this then we cannot be meeting like this very often. At least not until ye be comfortable with making yer feud with Lo Shei Wen a thing of open knowledge. For the next 'disaster' perhaps it be better for us to meet asea rather than in the Bay. I do stand out a bit if ye hadn't noticed and while we do not be eavesdropped on I be sure that the fact that we be meeting at all will be noted by those who note these things. If a few more disasters happen while I not be in port then that would help maintain cover so I can come back to port for supplies and repairs and the like. Do ye know of a way we could keep contact other than me coming in to see ye?

Landing her chair back on the dock with a thump she says Information would be good as well. Would there be any other people or places that I should make contact in yer city before I head out? What other islands should I visit that would be amenable to my cause? Who should I watch out fer in particular?

"Agreed, meeting in the open would be foolhardy. I am sure, even among my men, this will be reported to the other two. Shall we perhaps have a public falling out as we leave?" the half-elf grins at the idea of staging a fight.

"As for a message, what do you say to a [i]dream[/i spell?"

Draflo sits up, 'That is high level magic. Very interesting. One way message, to us, at night. Can you cast it?" a note of respect and curiosity in the half-elf's voice.

Chan Ai'Huao laughs, 'No, but I know someone I trust who can. I can use that to communicate the coordinates of...potential disasters."

She then leans back as well, pondering Queshem's final questions. "Other places here in the city? I doubt many. Few Tian's will want to sail with you. They are picky about that sort of thing. I doubt Jieh Hui or Lo Shei Wen will give you a deal that rivals mine." She flashes a bright grin, 'You can try of course."

'Other islands? Bag Island, might suit you. Raffles runs a nice place. He hates slavery as much as any in the Shackles. He wants a place on the Pirate Council more then anything..."

She stands up and nods, "We have a deal then?"

Aye. A deal. Queshem nods and stands up. If ye want to stage a fight then ye have good reason for it anyhow Queshem sighs I did transport some oozes from Haigui Wan for Lo Shei Wen. I not be proud of it but a woman's got to keep her crew fed and her ships afloat. Afore that though can ye let us know where the Abadaran temple would be? Also I be looking for a cleric to serve onbooard the ship and damn me if this not be the only place in the Shackles that might have an Abadaran one. Ye might know of some young up and comer cleric who would be willing to serve on board a ship of Avsitanis and Garundis and Besmarans rather then Tien?

The pirate captain purses her lips, and says, 'I'm not one for going to temple. I never cared for Abadar myself, a bit stuffy, if you ask me. Sorry, wish I could help you. I have no influence there." She gives brief directions.

She shrugs and then says, in a louder voice. 'You scum! Dealing with Lo Shei Wen and then trying to backstab on me? I'm not one to be played by the likes of you....you filthy pirate!"

Chan Ai'Huao says waving her arms widly. She grins then, too quick for anyone else to see and says, 'I never want to see your face again!" and she moves to push Queshem off the dock into the water.

Queshem raises her crossbow in a split second keeping her fingers off the trigger but close.

This be a fine welcome indeed. You'll get your comeuppance for this insult you can be sure o' that. We'll see how well yer fancy musket works underwater we will! Queshem says loudly.

Laughing derisively, the young half-elf turns her back and walks back to dry land, toward her sailors, many of them giving Queshem and Draflo dirty looks.

Let's get out of here Queshem mutters to Draflo and stomps back towards the ship giving everyone else a sour look of her own.

She got the coordinates of the first hit right?

At the ship she lets the sailors know where the temple is and asks Draflo to come in with her. Knowing of the deal be between ye and me. Nobody else need to know where we got the knowing of the target from. It seems like ye don't approve of it


Oh, yes. You did. They use a funny Tian system but Draflo is a smart cookie. You know were and when to hit the first ship. You have to hustle to get there in time. It is west of you, out south of Bag island.

Draflo makes a face, 'I am surprised you are. You are going to interfere with orderly and legal trade. Slavery may be distasteful, but it is legal here, and you'll be breaking the law. Not only that who knows what else Tian politics may be making us due? Is this really what Abadar would want? Secret political deals and piracy?"

I not be a paladin. Queshem grins sitting back and looking up at the irritated half-elf I be something a bit different. By the Vault Regular Abadarans don't usually agree to work with Besmarans in the first place! But I do. My calling be exactly to do what other Abadarans can't She taps the yellow key pendant she wears under her vest. Now while The Manual of City Building do be neutral on the concept of slavery it do be particular about what forms it be allowed to take. And I do no see any form of it that be acceptable to The Master of the First Vault yet in the Shackles. And the kind of life Lo Shei Wen has planned for 'em certainly don't qualify. Abadar is no to be confused with Asmodeus. He advocates following just laws and fair trade.

Queshem sits forward My conscience be clear in terms of dogma and method that be certain. The other concern is to advance the cause of Abadar in the shackles and a stronger Navy for Schenzu Bay does that fer certain in and of itself. It seems to be the only Abadar worshiping place anywhere close to here. Add to that we need allies from the islands for what we be trying to do and Ai'Huao be the highest ranking person we have met yet that we can reasonably deal with. We help her rise in the world and we have our first friend in the place. Now o'course she could backstab us. Anyone we work with could. But she be far less likely to do so than the other two we would go to instead.

Queshem looks at Draflo honestly interested in the magic user's response. She has a high opinion of the Professor's intelligence and wit.


Draflo frowns, 'So the end's justify the means? I know this is an unusual task and one I agreed with, for various reasons. I had assumed we'd be working with legal local organizations to achieve our ends, not working around them or against them!"

The half-elf shakes her head, 'Maybe this time, it isn't so bad. But how far will you go? When do we get in too deep? In a lawless land, it is too easy to forget our faith. I hope you are able to keep your head."

Talking they reach the local temple to Abadar. As before, it is a large well-built structure, obviously representing a large faith. There are a few people inside, quietly praying to a large (Tian) image of Abadar painted on a wall. A small garden surrounds the temple, interwoven with walls and canals. very artistic.

In a small courtyard off the side, obviously part of the Temple however, there is a post. Tied to the post is a tengu, his glossy black feathers shimmering in the sun. Around him stand a few large sober looking priests. One, a massive fellow, shirtless, holds a whip, uncoiling it for use.

I do be working for a legal local organization Queshem grins as they approach the temple The Wise Council of Three. I do think this be just another regular day at work for them. They would no be politicians otherwise.

The bulky priests surrounding the pole bow and speak back in Tian. Draflo translates and there is a bit back and forth.

"They welcome you to the Temple. You are, of course, allowed to worship inside. They tell us this is no great matter, simple a matter of internal punishment." She drops her tone a shade, 'They didn't tell me what the tengu did. Shall I ask?"

Queshem nods at Draflo.


There is a exchange in Tian and mixed Common between Draflo and the priests. Back and forth. Once, the tengu speaks but he is quickly silenced by the boot of a hefty priest. It isn't very hard but the tengu is a thin man and Queshem can hear his breath woosh out.

Draflo turns, 'Apparently the tengu doesn't deal very well with authority. Bit of a rebel, as far as I can tell. Oh, and you'd like him, he doesn't approve of slavery and has made his views known."

Just as she finished, a young, strong looking man strides out of the Temple. His robes are fine, shimemring in the sunlight. His head is shaven, waxed to a glossy perfection. A short brown goatee hides a quick, mobile face.

'I am High Priest, Fen Jai. May I help you?" he says in decent Common to Queshem and Draflo.

Queshem curtsies towards the High Priest I be Queshem. An Abadaran captain from the inner sea. Could I be having a moment of your time? she glances at the tengu It may be relevant to yer rebel here so perhaps ye could delay the punishment fer a tad?


The man looks interested as he bows in return to Queshem's curtsy. 'Something to do with Xaikon here? I am curious...."

With grace he leads Queshem and Draflo to a small bench and table, next to decorative waterfall. At his gesture the tengu is untied and taken to the shade. This is a blessing on such a blisteringly hot day.

Fen Jai claps his hand and a pot and cups are brought. Queshem can smell boiling tea as the high priest personally serves them. He is quite practiced and Draflo murmurs to Queshem, "he is an artist."

Finally the tea is poured and cooling in tiny prolcien trays.

'How may I help you, Captain Queshem?" He nods, 'IS it a spiritual matter?"

In a manner o' speaking. Yes it is High Priest. I did not want to speak where I could be overhead. I be a Sea Dragon of the Inner Sea. Charged by the Justicars of Absalom to make the Shackles safe fer trade and bring the wisdom of Abadar to a place that sorely needs it. Queshem takes a sip of the tea It be... a challenging quest to be certain given the nature of the region. It not be a place made to be conquered. But where an invading fleet may fail, a few ships sailing and making alliances and formentin' a desire for a better more stable way of life may succeed. I be the captain of that venture. Low risk but there be true potential here for a very large reward.

Queshem puts the cup down It has been a true pleasure and relief to find an island strong in the faith and spend time in the temple both here and in Haigui Wan. Whether it be as Master of The First Vault or as The God of Wall and Ditches the faith of Abadar be succor indeed. But our charge not be to tarry in one place but go out into harsher places where the presence of Abadar be only lightly felt. I be needing a cleric of Abadar to bring solace to the Abadarans of my crew as well as healing besides.

The young captain takes another sip It would be a difficult assignment fer any cleric in truth and I don't think it likely to find any good Abadaran, especially Tianese Abadarans, who would be willing to serve on a ship of Avistanis and Garundis of different faiths, includin' quite a few Besmarans. Mostly I came to pay my respects and introduce myself. She nods at the tengu The tengu though... Xaikon? I be blessed with a bit of Abadar's divine grace and I get the sense that he be as well. If he is... unorthodox and not well suited for temple life then is it possible that he might be better suited to come along with us on our journey? If he be willing of course. It may be a saner choice to be whipped for his heresy here rather than come serve on a ship that might end up on the bottom of the sea floor soon enough.


The high priest sips his own tea carefully, face revealing little. Queshem has a feeling he is the kind to remember everything said in a conversation however.

'Perhaps, but the task is a strange one. Abadar may indeed smile on those bringing order to chaos and light to darkness, but not all the Shackles is lawless. What of the areas where rule and order exists? How do they fit into your proposal?"

Queshem nods. It was a good question. The Shackles no be a place that could be ruled by a strong central authority. There be too many different peoples in too many different islands. From what I can see the way things are done now not be much different from what we can reasonably make it be. Queshem counts the differences on her fingers The Pirate's Council turns into a Trader's Council with authority over foreign shipping coming through the region. Pirates preying on ships mostly turn into Privateers hunting ships that don't comply with the rulings of the Trader's Council or hired by shipping companies to escort their trading vessels through shipping lanes deemed to be fer commerce. Queshem shrugs That be the far off goal. It no be Aktun but it be a far sight better than what be here now. I do not dispute that if this goal be achieved Schenchu Bay would not always agree with what the Trader's Council might rule. But the scope of the Council's reach would only be foreign shippers not the internal affairs of each island. Plus I do no see how Schenchu Bay would not have significant represenation on such a body.


'Hmm." The man says over his warm tea. He shrugs then, shoulders rolling easily. "Well, as you say, that is a long term view for your self-appointed project. Let us turn to current matters."

He waves a hand to Xaikon, still bound in the shade of a tree, "You wish Xaikon to go with you are a tender of the spirit as well as a healer in dangerous places? It may serve as a useful penance....Would you be willing to make a donation to cover the costs of training him? Abadar knows we did, at some length, despite his temperament. He also has a family to provide for and your gift would help supply them."

The man was interested, more then he put on. He hasn't lied about anything, but the information was being carefully stored. Also, he seems overly...pleased with himself?

The priest goes on. "Where is your ship tied up I can send young Xaikon tomorrow. There are rituals and such to be observed, before sending him on such a task. Cleansing his spirits as well as the more routine paperwork required. Is that satisfactory?"

'As for the donation, 100 gold coins would be a generous gift that may ease the parting blow."

Draflo shrugs, indicating the cost is a big high but not too outrageous. He is a cleric after all.

The priest smiles, obviously expecting it. 'Perhaps 95, in the interest of cooperation and good faith?"

he waves a hand to the priests around Xaikon who is untied. The tengu rubs his hands and feet, pushing blood back into the painful limbs.

The man eyes her hand, then nods. "Ah yes, handshake. I hear that is common outside our little island." he takes the hand firmly and pumps it once.

Queshem and Draflo find a small stall selling sesame rolls, stuffed with cheese. Quite tasty, they are apparently common street food. The streets are busy and crowded and Queshem and Draflo take a moment to people watch, as men and women of all types hurry past. Everything from the lord and ladies in fine palanquins, rich men wearing fine robes in carts and wagons, to stiff-necked soldiers bearing swords, to the humble peasants bringing in food and goods, tot he lowly beggars, dodging underfoot.

While eating, Queshem thinks she sees a small wiry man following them. After a few moments she is sure.

They are being tailed.
