This is so cool!
I don't see a barracks as a specific terrain improvement - I only see watchtower or fort.
We could create a watchtower - it's 12BP and we have 10BP. It would deplete our treasury, provided that we donate the ~9000gp in trade goods and mixed jewellery to our treasury for those extra 2BP (it's ~4000gp per BP if I recall).
What do people think? How else could we handle it, GM?

Well, that looks much more attainable. 6BP and a lot. How do we get a lot? Do we have lots available?
Wonky would vote to build the barracks if that's a necessary thing. (A vote, that is.)

If you click on the Settlement Tracker at the top of the page, you'll see the district map for Horace. Each of those 36 green squares is a lot.
In each building description, the "lot cost" describes how much space the building takes up in the settlement. For instance, a castle takes up 4 lots, so it occupies that entire center block.

The 'optimal' move is probably to ignore the demand, at least for a month or two. Vixen's position as Royal Enforcer negates 1 Unrest per Kingdom turn, so that would cancel out the Unrest penalty. The Barracks also reduces Unrest, (which we don't currently have), and only gives a bonus to Defense, (which I really hope we don't need immediately!) A Smithy (6BP, +1 Economy/Stability) seems like a better deal early on.
In terms of roleplaying though, Eunomia will vote for the Barracks. Not having IC knowledge of how different buildings affect settlement stats, she'd want soldiers to have a roof over their heads.
I'll post in Gameplay to start that IC discussion.

Not sure what to add to the loyalty check besides my STR mod, but I rolled a natural 20! So I figure whatever I did worked. Hope you don't mind that I embellished a bit in an attempt to believably RP that success.
Whoops... just realized rolling is one thing and RP'ing with those in the feud is another. Will rewrite the RP.

For a kingdom check, you roll the d20 and add one of the kingdom attributes - in this case, Loyalty. Tamlyn's current Loyalty attribute is +12, so your check result is 32, which easily beats the kingdom's Control DC 23 - success!
Also, I think with most kingdom checks, a Nat 20 is an automatic success, and a Nat 1 is an automatic failure.

Correct. Regardless of which player rolls the kingdom check, or even if I roll it for the party, the check will use the same modifier drawn from the kingdom attributes.
The kingdom's Loyalty, Economy, and Stability attributes are derived from each leader's modifier, bonuses provided by buildings, and other factors.

Another month of downtime! That means that Wonky would like to retrain one more thing - a single skill point. It'll cost her 5 days of 200gp. I'm so sorry, but it means that I'll take a point from Knowledge Geography and put into Craft Mapmaking!

You just stumbled onto one of the Vixen’s secret pet-peeves! She is highly opinionated about contests and, in addition to that, she has a reason why she would normally avoid them like the plague. (She really was trying to humor Wonky. The lousy die roll was perfect though, as I was picturing her shooting like Prince Herbert.)
Forcing her into a contest makes for a nice RP opportunity. I will have Addy handle that after this feud is resolved via RP. (I realize the nat.20 already accomplished that, but I’m enjoying the RP all around. Really loved the Red Hellion line!)

Also, VV and Addy are acting as if two totally different people. Only those who know Addy/VV well know they are one person. My disguise check is d20+25 if anyone tries to see Addy is the Vixen (or the reverse). The +20 bonus is only to maintain my guise as the intended persona. Any other disguise check is only +5 (1 rank).

Eunomia's is the 19th of Sarenith, so it already happened this year. I don't see her as being a big birthday person, so she wouldn't have mentioned it to anyone.
We could build the barracks now to prevent more Unrest from piling up. Unfortunate fail on our stability check this month...

Math time! (Disclaimer: All of the below is based on my understanding of the rules, so it's possible I've gotten something wrong. GM, please feel free to chime in if I have.)
We currently have 14 BP. A jail costs 14 BP, an inn costs 10 BP, and a smithy costs 6 BP.
However, the Upkeep phase happens before the Income phase, so if I'm understanding this right we'll need to pay 4BP (our current level of consumption) before collecting any BP next month. If we build the jail, we won't have any money to pay for that consumption, which would increase Unrest by 2.
Building the inn leaves us with just enough money to pay for consumption. The problem is that we have a 30% chance of failing our Economy check, in which case we wouldn't earn any BP next month. No earned income and an empty treasury means we'd have the same 'no money to pay for consumption' problem, just a month later. It's doable, but we'd be betting a lot on a successful roll.
(If Ahto swapped his bonus from Stability to Economy, that would reduce our chance of failure to from 30% to 20%. If we do end up building an inn, I highly recommend making that switch.)
Building the smithy leaves us with 8 BP in the treasury, enough to pay for two months worth of consumption even on failed economy checks. That's my vote, as it seems to be the safest option.

Eunomia, I have two corrections to offer regarding your analysis.
First, the bad news: as ruler, Ahto's bonus cannot be switched. Once selected, it is set in stone. When the kingdom reaches a certain size, he can then choose to apply his bonus to a second, and then eventually the third modifier. Only the Spymaster can switch their modifier from turn to turn.
Second, the good news: it is impossible to actually fail an Economy check. During the income phase, you simply earn 1/3 of your Economy check as Build Points for your treasury. Obviously, a higher check is better because it provides more BP, but unlike with Stability during the Upkeep Phase, there is no failed check penalty.

I need to make a correction.
After a review of the kingdom rules and forum discussions relating to their discrepancies, it seems that failing an Economy check during the Income Phase may be possible. In lieu of an official ruling or errata, I think we should implement a house rule to govern these checks.
During the Income Phase:
Successful Economy Check: Earn BP equal to the check result divided by 3.
Check fails by 4 or less: Earn BP equal to the check result divided by 4.
Check fails by 5 or more: Earn BP equal to the check result divided by 5.
My rationale is that revenue and taxation shouldn't be an all-or-nothing prospect. It especially seems unlikely that a nation with an Abadaran ruler would spend a month without generating any revenue.
I think this model effectively represents weather or pests affecting crops, theft or corruption undercutting revenue, and other factors that would reduce earnings.

Hmm... I may need to take Renown as my Lv.5 talent. Mockingbird is fun, but between VV establishing herself now and the free Enforcer fear the DM gave me for the Royal Enforcer position, starting the Renown tree makes sense.
