Heinrich shouts when the sorcerer bounces off him, but his blade slices only air! Reacting fast Filbert blasts a chunk out of the wall, opening a hand sized hole into the room beyond. Lizzie sprints over and tries to smash where she thinks he might be, but her mace connects with nothing. Lizzie guards the other door, ready for him should he come that way.

OK this is taking ages and it's not really helping the plot, so I'm going to apply rule 0 and let Momijii's grapple work. Normally she'd need to roll a miss chance.
Acting by pure instinct Momijii reaches out and grabs where he'd have to stand to evade those weapon strikes and suddenly she touches something warm and rubbery!

He tries to pull free but fails! AFAIK until he attacks the invisibility stays.

Agrippa:
I think you've forgotten the archives. There's time now for you to safely examine these:

One cabinet contains records of a lawsuit presented against Count Lowls by a bookseller from Thornstep, who lamented not being paid for an occult book
titled The Revelations of Hali. Lowls lost the case, and was ordered to pay the price of the book. A later note indicates that months passed before the payment was actually issued.

• A memo documents an official interrogation of Count Haserton Lowls IV about the unexplained death of his mother, Nemira, made at the request of her elder brother in Kerse. The response from the count was that his mother died suddenly of the same strange disease that claimed his father, and was buried privately in the family crypt under Iris Hill. Despite a strong protest from her family in Kerse (and the offer of a substantial bribe), the magistrate was unable to gain legal access to Iris Hill to investigate further.

• A document shows the record of arrest of Luxina after starting a brawl at the Silver Wagon where several people where badly wounded. The arrest resulted in Luxina spending a week in a cell below Fort Hailcourse and Lowls having to pay a fine of 250 gp to avoid any further inconvenience.

Filbert leads you through the doors to the west and finds the skeleton key opens the door. The room on the other side is furnished with a wooden desk decorated with the Ustalavic coat of arms. The walls are almost completely draped with warm, woolen tapestries. You gather this room was used by Magistrate Padgett to perform administrative work, receive guests, and informally question citizens. The desk stands near the southern wall, while a small cabinet and chair sit against the northern wall. The cabinet is locked.

If you try the key:
The cabinet holds a cloak of elvenkind, a +1 returning dagger, and a leather bag containing 1,268 gp, 142 sp, and 343 cp

Having gotten all they could from the sorcerer Momiji's first impulse was to kill him so he wouldn't be a threat. She started to step towards him, murder in her eye, but stopped. A memory hit her, one that was vividly connected to a situation not unlike this.

She was fifteen and had been on the continent of Avistan for several months when someone had caught up to her and her Master in their travels. A ninja assassin sent by enemies of her family who were...displeased with the survival of any of them. The attacker came up on them in the middle of a town one night and tried to kill them by setting the inn they were staying at on fire. The bastard camped on the roof across the way and watched for anyone getting out of the barred doors. The instant someone got out he mercilessly shot them, each arrow taking it's victim in the eye.

Had her Master not realized what was happening she would have died as he pulled her back just as a mother ran out the doorway with her child and was taken down. The Ninja, not caring for the life of the child, shot it as well, killing it before Momijii's eyes. She felt something she had never felt before, hatred, and she was going to kill the honor-less bastard as soon as she could catch him. It was her Uncle who got them out, having grabbed a burning table, flipping it up, and charging through the doorway with it like a shield.

Momijii followed close behind her Uncle as he went and, when they were out of the burning building, used his distraction to slip into the alley, leap up to the roof by jumping off the walls, and landing on the roof to charge the ninja. Despite the assassin's training he was unprepared for her charge from such an unexpected direction she grabbed him, crunching his arms to his sides with hers, and leapt off the building to slam into the burning table.

The ninja was stunned at the ferocity of it all and was left looking at her in horror as she prepared to deliver a death blow. Her Master pleaded with her not to give in to those feelings, to keep her honor, and when she screamed a shout to focus her ki and her fist lashed out was sure he had lost her. Instead he heard the sound of the wood breaking as she shattered the burning table right next to the honor-less knave's ear, the force of the blow reverberating through the wood and knocking the ninja unconscious. She looked at her Master and nodded in understanding of his words and proceeded to disarm and restrain the assassin for the local authorities to deal with.

They left before dawn, no longer welcome, but Momijii learned something that day. It was a lesson she thought she would never forget and it seemed that she hadn't, not really. Anger and hatred are tools only for your enemy, justice can never be meted in heat and never by anyone who is not duly appointed. If one takes the law into her own hands she becomes no better than those she kills.

In a flash it was over and Momijii said, "We need to deliver him to the proper authorities for trial. He has surrendered and it is no longer our place to judge."

Palace of Birdsong| War for the crown maps

Unfortunately the proper authorities all perished in the fort. Still perhaps the Sleepless agency can hold him under arrest until the authorities in the capital can be contacted.

Agrippa looks wryly at Momijii Indeed. Perhaps you've forgotten that once Count Haserton Lowls himself was the "proper" authority here...Although, of late he seems to have abandoned that obligation.

Agrippa shrugs, the life of some creature from the deeps is of no concern to him.

Come Deggor. You will plead your case before Mistress Wentz. May the Lady have Mercy on you. Agrippa makes sure to gag the spellcaster.

We are leaving? IFSO

Agrippa walks with Deggor toward the front gate.

The party leave the squat fortress to brood in silence as they escort their prisoner towards town. Half way down the hill a nervous looking group of villagers and Sleepless Agents nervously gawp at the prisoner.

"Good Heavens! What's that you've caught?" exclaims Cesadia, before peering at you intently. In a harsh whisper she asks, "Did you find the magistrate? What happened to him?"
