Aye, he's not even the first short person with a pet dragon that we have encountered.
XD I laughed, that is very true. Our characters come across dragons and a mix of interesting people on such a regular basis...
Aibek is currently interested in pie, in multiple ways, and is taking a view similar to Elie many many moons ago - a mark is an invitation, not a claim, there is still proving oneself and being accepted by the people. If I recall right, many have come with a mark and either died or left without either those or a symbol so a bit of curious interest, not as much of a rush to Aibek after such a tiring day as going to make promised pies with Azerna in a new outfit. Less murder hobo, more...playing house I guess?
Maybe the GM can have Valeska send pies down to the dock for the Varisians guarding the ships or people can come to the Inn if we want to expand this, as otherwise Aibek's pretty much just going to keep making pies and related jokes and euphemisms. I'm equally happy to expand on this or to see what strangeness will happen next.

Sorry, I'm having some trouble following along with Saiga's introduction.
I hadn't realized there was a disguise involved or anything of the sort.
I hate to be trouble, but could someone give me a quick rundown of what I should know at this point? I'm feeling rather disoriented in the middle of all this.
(... it doesn't help that work is pretty stressful lately and I slept poorly last night.)
Saiga Manu
Saiga walked off the ship as a halfling. He just dropped his halfling disguise and is now in his true kobold form. He is one freaky possibly unique looking kobold.
Also, he has explained that he came here because he was called by a mysterious patron. The same patron that spoke to you upon Nigrum's funeral, the same one that was responsible for the sudden appearance of a tomb in your city. He admitted that he scouted you guys out before showing up in his ship as Cinat.
He used a hat of disguise coupled with his constant nondetection and subtle magic ability, to make himself very hard to expose.
I think that covers it, DM correct me if I am wrong on anything.
Saiga Manu
I got nothing in mind for Saiga at the moment. But I will point out my guy is the only one without a symbol, so that does not get forgotten.
I need to think up some goals for Saiga. Also, need to ask who is going to replace Nigrum as General? As well as what positions are open for Saiga?
A. Aibek
Other than General and possibly Diplomat, all other positions are filled. Honourary Members could also include him and I could see the possibility to roleplaying for him to eventually become Master of Coins, if Saiga was interested in that and GM likes the idea.
All Aibek needs is pie. Would also like time to do other night stuff like helping Azerna clean up, shadow drop with Nexus and/or Azerna, and sleep probably. Also, day stuff like more sleep, repairing clothes and picking up supplies from alchemist.
If GM is intending skip to the middle of the night, some of that will obviously need to be delayed/disturbed, but if it's after mid-day-ish tomorrow, that can all be covered in a hand wave of being done.

Should probably be added to the campaign information or the rulers page, but this was the list the last time it was posted:
Advocate - Aibek
Architect - Nexus
Diplomat - Selena
High Priest - Ayreth
General - Nigrum [RIP]
Marshal - Elie
Magister - Azri
Master of Coin - Azerna (followed by various ways to expand her comfortable travel radius which is high on Aibek's to do list)
Spymaster - Mihara
Obviously with Selena gone and Nigrum dead, those could be changed and for Master of Coin, I think it would likely be possible for another character work joint with Azerna (this might also work with other positions) or for her to step into an Honourary Council Member position, leaving the Master of Coin position open. Honourary Member could also fit if Saiga wanted to work towards something outside of those remits. It's a possible eventual goal depending on what Saiga wants to do in Khalharum.
I'm not sure who would be a good candidate for general out of the NPCs. Maybe one of the Nigrum's NPCs would fit the role? Did he have a second in command?
Saiga Manu
I don't want a month to go to waste so I will think up something for Saiga to do during that time.
Master of Coin or Diplomat would be the best fit for Saiga of those available. Any opinions on it?
As for a Nigrum related NPC to take up General. Well, Doruk was Nigrum's land based military arm while Reda was his sea based military arm. Dealer's choice as the saying goes.
Yao Mihara
A fellow merchant as the Master of Coin makes sense. Mihara would most likely have taken up that post, but she was quite suited fro Spymaster.
Mihara will spend that month catching up with her kin and sister dearest, and helping get the merchanting port get better setup.
I imagine there may be some shenanigans there with Saiga. They got off to a pretty rocky start, but hopefully they can find some common grounds.
Saiga Manu
I think I need a DM ruling or clarification from someone if they know. Do conjuration companions need to breathe, eat, and/or sleep? I can't seem to find anything that addresses that or maybe I missed it. As far as I know, they don't have a type or anything so I can't reference that ether.
JonGarrett
Sorry, I missed that post. And one of Azri's. Either I'm being very unobservant or there's another odd hiccup.
...50/50 odds?
The Spellcraft would reveal that it's a vicious effect from the Weather Sphere style of magic. It's uncommonly powerful, however - either one unusually skilled caster or perhaps a team of them.
And Azri's actions would have helped things with the wreck survivors.
Saiga Manu
You guys know that you have the Sword Dragon and her crew right? Nigrum converted one of the captured ships, which we have another one if I remember right laying around. Into a patrol ship and got a crew for it during the last break. Granted they are not well equipped or supplied because we have not gotten around to spending all the BP. But we do have a ship and crew at hand for the city. Reda the half elf rogue leads them.
Saiga's ship I have been keeping as background since it is part of his background and as far as I know, has no effect on anything. Which is why he has not been using it as anything besides a house with his entourage.
A. Aibek
Aibek is aware of the Sword Dragon and a few other ships, but as our characters require people to sail them and Aibek's nature of viewing those ships as belonging to the people who work them rather than to Khalharum or the council, Aibek phrasing matches that mindset of asking and paying people for their work and boats as Aibek's done previously when our characters need a ship.
A. Aibek
... I didn't remember we had ships at all. Was it ever established whose ships those were? Purely for roleplay reeasons, I would like to have one of them be Mihara's own.
They were the three ships our characters captured on the way to Khalharum. In the write-up I can find for Mihara's clan, it did include 1 BP for supplies or a ship with supplies being confirmed, though if Mihara's clan is still largely around then likely the boats they came in on would be too. Will need GMJon to confirm and maybe give figures on BPing a boat which I cannot find on the website - which is why I've moved this to the discussion area.
Saiga Manu
Saiga considers them employee's since they are being paid and making use of the cities resources. No such thing as a free lunch so you can bet there are no free ships and supplies.
Yeah, we got the ships from the slavers that tried to kill us before we even got to the city. We beat them with an Andoran ship's help. Nigrum then used some BP and a visit to Ketapesh to refit the ship and get a crew. So we do have an official city patrol ship for the docks.
JonGarrett
The Units page has the details. Basically, make a unit, then give it the Seagoing and Caravan properties.
A. Aibek
Ayreth, I can tell you GMJon was really happy with the dream idea. It's a great ability and fun for characters and GMs alike.
Saiga can view them however he wants and this doesn't really matter, but no matter their status, Aibek would be asking for willing people and paying for the help as they did the last time our characters needed a boat, paying for it out of their own pocket.
Aibek believes that the 'no free lunch' applies to the councilors and potential allies as well and that resources of the city belong to the people of the city, not to the council who only remain as our characters are by the willingness of the people. We're caretakers who can be deposed if our care and use of the city's resources sucks, not owners whose spending the city's money means it's all ours. Aibek no more views owning the boats to owning the houses our characters spent BP on.
Taking on an attacking storm isn't part of any city patrol's jobs. Even if it was, Aibek would still want people willing to do such risky work and to be properly reimbursed for this extra risk of this work because there is no such thing as a free crew, just an undervalued one. Even if Mihara's clan and their boat ends up helping us, Aibek will attempt to find some way of reimbursing them. The witchwolf also works at the Inn regularly to reimburse Azerna - who has literally given our characters free lunch and other supplies repeatedly - for what Aibek uses even though Azerna has publically stated she's happy to do this for free and they're very unsubtly in a mostly unspoken relationship so the Sword Dragon being a official city patrol (which might mean they're busy dealing with city issues that are likely plentiful right now and like actual city police vehicles aren't usually around to give councilor's lifts whenever they want) does not change how Aibek would ask for their help or offering them pay or viewing those boats as city resources that belong to those working on them for the good of the city and not the council's personal water bus.
JonGarrett
Yeah, I had a very different idea for this was going to go when I started it, but Azri's intimidate was an excellent way to upset a proud, panicked and pressed group of people into doing something destructively stupid, and your dream walk was a really good chance to explain why.
Then again, I can count the number of times this has gone the way I expected one hand, so...

Aibek, thay's cool to hear, thank you.
Haha! That seems to be a common thread for DMs: "I thought my players would do X, but they did WTF!"
Sorry if it's a bit inorganic to fire off so many questions, but PbP, you know?

I know this is a year later, but I I wouldn't mind a switch to Diplomat, especially if this scenario goes well. Unless someone has other plans?

You should be. The intimidate check that scared a nation into going to war.
Agreed, Azri's writing is great and this fits her character so well and this is quite a spectactular and also fitting consequence.
Kinda hoping getting through this - and the clash of character perspectives - will maybe help interconnect our characters into more of a team as it feels a bit odd that they've been together so long but are still so divided and feel like they're still mostly in individual bubbles rather than a team of any sort.

Aibek would have no issue with that, does have an issue with not being able to help aid with Spellcraft XD
Azri, the Lich of Khalharum
I have no plans to go to Diplomat myself. XD Azri mostly just wants to build up her school and the city, and she has patience.

Socially or tactically?
