Mechanically speaking, they are slightly stronger than the average familiar (by a very small margin) and on the weaker side compared to most advanced familiars (their closest counterparts are advanced familiars you can get at level 3). It has some useful abilities, but nothing that would be overpowered beyond the first few levels. Given that, I see no reason why it would be a problem adding them to the advanced or even standard familiar list. It might take some minor justification for why an early level PC is running around with one of course, but The Rising Phoenix presents a pretty good example of how that might be viable.
Personally, I think I'd make them Advanced familiars that can be taken at level 3 or higher, and have them require that the PC have a Lawful alignment. If the PC gave me a good reason for why they would have one, I'd possibly allow it as a basic familiar. The Special Ability I would give them is either a +3 to Linguistics or +3 to one Knowledge (player's choice or random, depending on how generous I feel).
Also, I for one think they're adorable and I want a dozen of them. I'd probably want to turn one into a spare spellbook, come to think of it...

One of the volumes contains a nice little critter in the bestiary, the Gishvit. Whilst there are no rules for adding them to the familiar list, what do people think, and normal or advanced familiar?
It's unfortunate that the author/developer didn't gishvit about the Gishvit enough to do this.
