I've been reading through the playtest rulebook. I'll be honest in that I've not yet read it cover to cover yet, but I have been searching for a few specific rules without luck.
I expected there to be a rule that limited casting of spells to one per round. Likewise I expected there to be a rule that you could only concentrate on one action per round. As of yet, though, I've found neither.
Are limitations like these purely limited to the number of actions you can perform in a single round (hence you could cast two spells if they totaled to no more than 3 actions), or are there specific limitations to either or both of these actions?

Right, the only limits on how many spells you can cast and how many concentration actions you may take are your number of actions in a round. If you have enough 1 action spells/cantrips available you can cast three spells per round. If you have a one round spell that requires a concentration action to maintain, you can eventually maintain three concentration spells per round by using all of your actions.

Example: Wizard with the feats quickened casting and effortless concentration
Turn 1 - Summon Monster 3 actions
Turn 2 - free concentration action, summon another monster 3 actions
Turn 3 - 1 free concentration action, 1 concentration action, summon another monster with quickened casting 2 actions
turn 4 - 1 free concentration action, 2 concentration actions, 1 action left to do whatever
This allows you to control 3 summoned monsters at the same time.
