Do I have this correct: Everyone gets all possible experience points, meaning we don't divide monster experience by the number of PC's? So if the PC's fight 100xp worth of Goblins they get 100XP each?

If you're using the encounter building rules in the bestiary, then yes as long as you have exactly 4 players.

Say you're building a high-to-severe-threat encounter (80xp budget) but have 5 players. Then the encounter should have 100 xp worth of enemies per the encounter adjustment of 20 per player at that threat level. But each of the 5 players would still gain the stock 80 xp of that type of encounter.

Similarly, if you had 3 players you would include 60 xp worth of enemies, but each player would get 80 xp.

Edit: If you don't want to bother with XP Budget and would rather work backwards (build the encounter, then determine XP per person), you can do that but with a bit of extra math. Once you've built an encounter, take the total XP amount offered by the creatures, divide by your number of players, and multiply by 4. This nets you the same overall results as using the encounter building guidelines, but with a little less rigidity.
