Does armor level limit armor upgrade level?

I know weapons can only take fusions their level or lower, but does the rule extend to armors and armor upgrades?

Nope, you can use ny level of armour upgrade in any level of armour.

Nope. If something is too cool for low level armor it will take up multiple slots
