I'm saying that he should not have to pick at the beginning of the day, he should be able to delay the decision until he needs/wants the heightened version of a spell and doesn't know that version. This locks in one of those slots. The next time he needs to heighten a spell at an unknown level locks in the other.

I would like that. Maybe give it a 1 action cost to encourage preparation, but otherwise allow you to choose your heightened spells at any time.
