Can I have two cracked pale green ioun stones, one giving a bonus to saving throws and one giving a bonus to attack rolls?

Yes. The bonuses are granted to different stats and there is no limit on the number of ioun stones you can have up at one time.

as they are competence bonuses to different things you are good to go. A third identical one would not stack with the previous competence bonus.
